Veolia | Water Tech is seeking a Senior Proposal Manager to join its team in Riyadh, Saudi Arabia. This full-time position is integral to the company's mission of ecological transformation and resource management. The role involves leading critical proposal activities to deliver competitive techno-commercial offers within the water treatment sector.

Role Overview

The Senior Proposal Manager will be responsible for overseeing all aspects of proposal development for "BOOT" (Build-Own-Operate-Transfer) tenders. This includes engaging with various stakeholders to ensure that all technical and commercial offers are competitive, align with company strategy, and comply fully with client specifications and VEOLIA standards. The position requires strategic oversight and the implementation of best practices to enhance efficiency and accuracy in the bidding process.

Key Responsibilities

• Lead and direct all proposal activities for development "BOOT" tenders, including discussions with stakeholders to ensure competitive techno-commercial offers aligned with company strategy.
• Follow department procedures and prepare required approval documents based on feasibility studies and risk assessment.
• Provide high-level oversight and final review of complex inquiry files to ensure full compliance with client specifications and VEOLIA standards.
• Develop and implement best practices to improve efficiency and minimize estimation errors.
• Ensure seamless integration and coordination between Engineering, Sales, Procurement, and Legal departments for accurate cost and design inputs.
• Analyze contractual and financial risks associated with major projects and establish mitigation strategies.
• Identify training needs and develop the technical competencies of the team while monitoring overall performance.
• Represent the company in high-level technical meetings and contract negotiations with key clients and stakeholders.
• Foster strong relationships with vendors and subcontractors to secure innovative technical solutions and competitive pricing.
• Keep abreast of market trends, technological developments, and competitor activities to update bidding strategies.
• Ensure all deliverables maintain the highest professional standards and reflect the company's market position.
• Oversee the transition from proposal to contract, ensuring final agreements align with the submitted technical and commercial offers.

Qualifications and Experience

• Bachelor of Science (BSc) degree in Mechanical or Chemical Engineering.
• 5-10 years of relevant professional experience.
