About the Role

Envisage Recruitment Limited is seeking experienced Senior Site Mechanical Engineers or Senior Site Electrical Engineers for major construction and infrastructure projects in Riyadh, Saudi Arabia. This site-based position is integral to overseeing and monitoring all engineering activities within the respective discipline. The role ensures that construction works strictly adhere to approved designs, project specifications, quality requirements, industry standards, and contractual obligations. The successful candidate will collaborate closely with the Project Manager and multidisciplinary engineering teams, providing essential technical oversight and assurance throughout the construction, testing, commissioning, and handover phases. This role offers an opportunity to contribute to high-profile projects.

Key Responsibilities

• Monitor and supervise contractor activities within the Mechanical or Electrical Engineering discipline to ensure strict compliance with approved drawings, specifications, industry standards, and project requirements.
• Conduct site inspections and surveillance activities to verify the quality of workmanship and adherence to engineering standards.
• Review contractor work methods, procedures, and site-generated documentation for accuracy and compliance.
• Evaluate contractor proposals concerning schedules, resource allocation, and construction methodologies.
• Ensure all mechanical or electrical installations are executed safely, efficiently, and to the required quality standards.
• Review and assess mechanical or electrical design information, shop drawings, technical calculations, and construction documentation.
• Verify that all mechanical or electrical systems, materials, and equipment conform to project specifications and approved technical standards.
• Review, comment on, approve, or reject contractor material submittals and other technical submissions.
• Monitor the implementation of approved changes and ensure accurate as-built documentation is maintained.
• Oversee and verify all testing, commissioning, and performance validation activities for mechanical or electrical systems.
• Coordinate with other engineering disciplines to ensure seamless integrated commissioning processes.
• Review operation and maintenance manuals and other handover documentation.
• Support the formal acceptance, completion, and handover of mechanical or electrical systems and installations.
• Monitor site progress against approved schedules and key project milestones.
• Identify potential project risks, issues, and opportunities, and implement mitigation measures.
• Prepare technical reports, detailed inspection records, and progress updates for project management.
• Raise technical queries and provide engineering recommendations to resolve site-related issues.
• Support the management of observations, corrective actions, and non-conformance reports (NCRs).
• Liaise effectively with contractors, consultants, project teams, and other engineering disciplines.
• Attend relevant project meetings, site inspections, technical reviews, and coordination workshops.
• Provide technical guidance and support to project stakeholders throughout the project lifecycle.
• Demonstrate leadership in safety, promoting a proactive safety culture on site.
• Ensure compliance with all safety, health, environmental, and quality (SHEQ) requirements.
• Participate in inspections, audits, and continuous improvement initiatives related to SHEQ.
• Identify and report hazards, risks, and opportunities for improvement within the project environment.
• Support the achievement of project SHEQ objectives and performance targets.

Qualifications and Requirements

• A Degree in Mechanical Engineering or an equivalent recognized qualification.
• Alternatively, a Degree in Electrical Engineering or an equivalent recognized qualification.
• Chartered Engineer, Incorporated Engineer, or equivalent professional accreditation is highly preferred.
• Membership of a recognized engineering institution or professional body is desirable.
• A minimum of 10 years of relevant Mechanical Engineering experience or 10 years of relevant Electrical Engineering experience.
• Proven site-based experience on major construction, infrastructure, industrial, facilities, aviation, defence, or utilities projects.
• A strong understanding of mechanical or electrical installation, testing, commissioning, and handover activities.
• Demonstrated experience in reviewing designs, shop drawings, technical submittals, and contractor documentation.
• Sound knowledge of international engineering standards, quality systems, and construction best practices.
• Experience working within Saudi Arabia or the Middle East region is considered advantageous.

Work Environment and Contract Details

This is a full-time, site-based role located in Riyadh, Saudi Arabia. The position is offered on a rolling contract basis. A tax-free salary of SAR 35,000 per month is provided. Accommodation is also provided. A transferable Iqama Visa is preferred.
