About the Role

Parsons Corporation is seeking a Senior Planning Manager to join its team in Riyadh, Saudi Arabia. This role is responsible for managing program-wide project control and scheduling activities, ensuring the accuracy of the Program Master Schedule. The position involves leading and developing the planning and scheduling team, overseeing schedule development, analysis, reporting, and progress evaluation to support project objectives.

Key Responsibilities

  • Manage program-wide project control and scheduling activities, maintaining the Program Master Schedule.
  • Develop and supervise the performance of the planning and scheduling team for all program development, analysis, reporting, and progress evaluation.
  • Provide guidance and specialized assistance to projects for resolving complex project control issues.
  • Interface with clients, attend meetings, and provide statistical reports on project progress and performance.
  • Manage Project Control Engineers/Specialists responsible for analyzing, evaluating, and forecasting project costs and performance against schedules and milestones.
  • Assess the impact of design and construction changes, and schedule slippages, on the overall project timeline.
  • Oversee the development and maintenance of a system to depict the hierarchy of plans and schedules, ensuring project and company management are informed.
  • Coordinate staffing, assign and supervise project work activities, and provide training.
  • Complete performance reviews and contribute to employee professional development.
  • Recommend and oversee the customization of project control systems to meet specific project requirements.
  • Assist in invoice verification for payment based on cost-loaded schedules.
  • Assist in developing project codes of accounts and work breakdown structures, recommending modifications for new work items.
  • Support and perform the integration of scope, cost, and schedule within the Work Breakdown Structure (WBS).
  • Create statistical reports for management.
  • Establish, update, and analyze baseline programs and ensure project control mechanisms are in place.
  • Review overall project status with the Project Management team and recommend corrective actions.
  • Track and report progress against the baseline program, monitor risks and opportunities, and develop scenarios and recovery plans.
  • Report on schedule progress, including contractual spending, utilizing metrics such as Earned Value (EV) and Planned Value (PV), and identify deviations.
  • Assure the integration of consultant and subcontractor programs within the Master Program.
  • Monitor project progress and raise alerts for delays impacting project deadlines.
  • Prepare consolidated weekly project reports.
  • Perform other responsibilities associated with this position as appropriate.

Qualifications and Requirements

  • Bachelor’s Degree in Engineering from a recognized university.
  • A minimum of 15 years of work experience in project control and scheduling of engineering and construction activities.
  • Proven ability to perform in a supervisory/managerial capacity.
  • Thorough knowledge of industry practices and regulations.

Work Environment and Additional Information
