About the Testing & Commissioning Section Head Role

Hill International (Middle East) Limited is seeking a Testing & Commissioning Section Head (E2) for a major program in Riyadh. This full-time position requires a seasoned professional to manage and oversee the integration, validation, and testing activities, ensuring successful project completion in conformance with client needs and project standards.

Key Responsibilities

  • Manage the integration and validation activities of the Contractor, including the review and approval of all Test and Commissioning plans and test procedures.
  • Lead, direct, and supervise a team of discipline Engineers in the preparation and execution of commissioning work at the project location.
  • Assume full responsibility for the completion of implementation in alignment with client requirements and project standards.
  • Plan, organize, and supervise works to ensure all activities are performed within the project schedule parameters.
  • Liaise with the Systems Engineering team for engineering support and control.
  • Coordinate with the Operator, Civil Defence, EXPRO, and other third parties regarding all necessary testing and commissioning requirements for the project.
  • Ensure all testing and commissioning works are comprehensive and discussed with stakeholders for optimal implementation.
  • Approve testing and commissioning works.
  • Participate in negotiations with regulatory agencies and public meetings with the client.
  • Initiate risk assessments for testing and commissioning works, review and endorse results, and recommend mitigation actions.
  • Attend final inspections on completed projects and initiate Contract Completion Certificates and Handover Certificates.
  • Coordinate all activities for the successful commissioning of the project within project schedules and contractual requirements.
  • Oversee coordination between Client, Contractor, vendors, Engineering, sub-contractors, and any other external or internal agency to ensure smooth commissioning of the process plant.
  • Review the calibration of testing equipment on site.
  • Review testing and commissioning plans submitted by the Contractor to ensure compliance with project operational requirements.
  • Prepare Testing & Commissioning reports and documentation.
  • Ensure completion of training for maintenance and operative staff, O&M manuals, spare parts, and as-built drawings.
  • Maintain awareness of and ensure continued compliance with Hill International's Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures.
  • Perform other duties as assigned by the line manager/supervisor.

Required Qualifications and Experience

  • A degree in an engineering or scientific discipline.
  • A minimum of 10 years of experience in relevant roles.
  • Extensive knowledge of all phases of construction operations relating to field activities of engineering disciplines, construction technologies, and jobsite management.
  • Experience in implementing a zero-accident philosophy.
  • Comprehensive knowledge of health, safety, and environmental policies, processes, and procedures.
  • Familiarity with the Project Construction Environmental Control Plan.
  • In-depth knowledge of Water and Wastewater works.

Work Context

This is a full-time position based in Riyadh. The role involves managing a critical section within a major program, requiring close coordination with various internal and external stakeholders to ensure the successful and timely commissioning of project elements.
