Job Description
About the Role
The Zakat, Tax and Customs Authority (ZATCA) is seeking a Whistleblowing and Integrity General Manager to lead and manage its whistleblowing function. This role is responsible for establishing and overseeing a system for reporting irregularities, managing the whistleblowing platform and hotline, and ensuring the thorough investigation and resolution of reported violations. The objective is to foster a safe, ethical, and transparent working environment within ZATCA, upholding the organization's integrity and contributing to its strategic goals and commitment to good governance.
Key Responsibilities
- Contribute to the development of the Audit Planning & Quality Assurance business plan, ensuring alignment with ZATCA's strategy.
- Develop and implement the operational plan for the Whistleblowing function, in line with the Audit Planning & Quality Assurance business plan and the Internal Audit strategic plan.
- Implement strategic plans and provide input to achieve Whistleblowing goals that support ZATCA's overall strategic objectives.
- Define budgeting requirements for the Whistleblowing function with top management and provide input to the annual budgeting process.
- Ensure effective and efficient utilization of the Whistleblowing budget, providing reports on progress and challenges.
- Investigate and propose initiatives for positive financial impact within the Whistleblowing function while mitigating financial and operational risks.
- Establish policies, procedures, and channels for reporting irregularities and suspected violations.
- Develop standardized whistleblowing reporting frameworks for consistent incident reporting.
- Ensure reporting channels are easily accessible for employees and contractors.
- Manage the development and execution of internal agreements, including Service Level Agreements (SLAs) and Non-Disclosure Agreements (NDAs).
- Promote a "speak up" culture and encourage the disclosure of wrongdoing by raising awareness of whistleblower importance and protection.
- Ensure the protection of employees and contractors who report irregularities and provide necessary support for a safe reporting environment.
- Manage the whistleblowing platform hotline by receiving, verifying, and logging internal complaints.
- Ensure timely escalation of reported violations to relevant internal functions and manage investigations, identifying necessary corrective measures.
- Ensure prompt resolution of high-risk violations by providing support to maintain a productive work environment.
- Submit detailed reports containing analysis, findings, and recommended improvements to reduce irregularities and unethical behavior.
- Participate in the identification and recruitment of key talent for the Whistleblowing team.
- Guide, mentor, and support direct reports to ensure execution of duties according to established policies and processes.
- Develop individual performance objectives for team members, provide support, evaluate performance, and deliver feedback.
- Establish and foster a high-performance working environment that promotes ZATCA's core values.
Qualifications and Requirements
- A Bachelor's degree in Business Administration, Law, or an equivalent qualification.
- A minimum of 10 years of relevant professional experience.
- A minimum of 8 years of relevant experience, with a preferred 3 years in a managerial level role.
