About the Role
Parsons Corporation is seeking an experienced Forensic Delay Analyst to join its project controls and claims management team in Tabuk, Saudi Arabia. This full-time position involves the investigation, analysis, and quantification of delays impacting large-scale construction programs and mega-infrastructure projects.
Role Context and Responsibilities
The Forensic Delay Analyst will be responsible for applying industry-standard methodologies to identify the root causes of project deviations. This includes substantiating or defending Extension of Time (EoT) claims and providing expert contractual and technical positioning. The role requires reconstructing complex project histories using available data, scheduling software, and project records, in accordance with Saudi procurement laws and international contract standards.
- Conducting retrospective delay analyses using methodologies such as As-Planned vs. As-Built, Impacted As-Planned, Time Impact Analysis, and Collapsed As-Built, as per SCL or AACE International guidelines.
- Analyzing baseline schedules, monthly updates, and revised programs to assess critical path movement, near-critical paths, and concurrent delays.
- Preparing, reviewing, and evaluating Extension of Time (EoT) claims and disruption submissions.
- Drafting detailed forensic schedule analysis reports and position papers to support or defend against claims.
- Reconstructing historical project progress from incomplete or legacy data, including daily reports, meeting minutes, and correspondence, to establish factual timelines.
- Collaborating with Project Controls and Construction Management teams to identify and assess schedule risks and recommend mitigation strategies.
- Providing technical support during commercial negotiations, mediations, arbitrations, or litigation.
- Communicating complex delay analysis findings to executive management, legal teams, and client representatives through clear presentations.
Qualifications and Experience
Candidates should possess a strong background in construction scheduling, project controls, and forensic delay analysis, with a minimum of 10 years of experience on mega-projects, high-value infrastructure, or urban development schemes. Proven experience working within Saudi Arabia (KSA) is essential, with direct experience in the Tabuk region or similar large-scale projects being highly advantageous.
- A Bachelor’s degree in Civil Engineering, Construction Management, Quantity Surveying, or a closely related technical field.
- A post-graduate degree or diploma in Construction Law is considered a significant asset.
- Professional certifications such as AACE-PSP, AACE-CFCC, or MRICS are highly preferred.
- In-depth knowledge of FIDIC forms of contract and KSA Government Procurement Laws.
Technical and Analytical Skills
Proficiency in Primavera P6, including advanced logic analysis and database management, is required. Experience with delay analysis software plug-ins, such as Acumen Fuse, is desired. The role demands an exceptional ability to extract, clean, and synthesize large volumes of project data into structured chronological records. A strictly objective approach, grounding all delay allocations and quantum assessments on provable contractual mechanics and data records, is crucial.
Communication and Collaboration
Candidates must possess elite-level written and verbal English communication skills, with a demonstrated ability to produce precise and legally defensible technical reports. Professional proficiency in Arabic is an asset. The ability to clearly communicate highly complex technical delay concepts, metrics, and conclusions to diverse stakeholders is essential.
