تعلن شركة سمرتاون للتطوير العقاري عن حاجتها لتعيين مدير للموارد البشرية يتولى قيادة وتطوير إدارة الموارد البشرية في الشركة.
المهام الرئيسية:
  • وضع وتطبيق سياسات وإجراءات الموارد البشرية.
  • الإشراف على عمليات التوظيف، شؤون الموظفين، والتطوير المهني.
  • إدارة الرواتب والمزايا، وتقييم أداء الموظفين.
  • تعزيز بيئة عمل إيجابية، والالتزام بالأنظمة والقوانين.
  • تقديم الدعم الإداري للإدارة العليا في اتخاذ القرارات المتعلقة بالموارد البشرية.
المتطلبات:
  • درجة البكالوريوس في الموارد البشرية، إدارة الأعمال، أو ما يعادلها.
  • خبرة لا تقل عن 5 سنوات في مجال إدارة الموارد البشرية.
  • معرفة جيدة بأنظمة ولوائح العمل.
  • مهارات قيادية وتواصل ممتازة.
  • إجادة استخدام برامج الموارد البشرية (مثل: جسر، كيان).
  • أن يكون المتقدم سعودي الجنسية.

Job Title: HR Manager – Construction / Contracting Company

Job Purpose: To manage and oversee all Human Resources functions in alignment with the operational needs of a construction company, ensuring legal compliance, effective workforce management across sites, and support for project execution.

Key Responsibilities:
  • Recruitment & Manpower Planning: Plan and manage manpower requirements for ongoing and new construction projects. Recruit engineers, technical staff, and site labor in coordination with Project Managers. Ensure timely mobilization of workforce for project sites.
  • Personnel Affairs: Manage employee records for head office and project sites. Prepare, review, and manage employment contracts (permanent, temporary, project-based). Oversee attendance, leave management, disciplinary actions, and terminations.
  • Payroll & Compensation: Supervise payroll preparation, including daily labor, site staff, and project-based employees. Coordinate with the Finance Department regarding salaries, allowances, and project cost controls. Ensure accurate calculation of overtime, deductions, and benefits.
  • Legal Compliance: Ensure compliance with local labor laws and social insurance regulations. Liaise with labor offices, social insurance authorities, and government entities. Develop and update HR policies, procedures, and internal regulations suitable for construction operations.
  • Performance Management & Training: Implement performance appraisal systems for engineers and administrative staff. Identify training needs related to technical skills, safety, and leadership. Support career development and succession planning.
  • Health, Safety & Site Coordination: Coordinate with HSE teams to ensure adherence to occupational health and safety standards. Support investigations related to work injuries and incidents.

Qualifications: Bachelor’s degree in Business Administration, Human Resources, or related field. Minimum 10–25 years of HR experience, preferably in construction or contracting companies. Strong knowledge of labor law and social insurance regulations.

Required Skills & Competencies: Strong leadership and people management skills. Ability to handle site-based workforce and high-volume labor. Excellent communication and problem-solving skills. Ability to work under pressure and manage multiple projects. Proficiency in MS Excel and HR management systems.

Job Summary
We are seeking an experienced HR Manager to lead and manage all human resources functions for our construction operations in Saudi Arabia. The role ensures compliance with Saudi Labor Law, supports workforce planning for projects, drives Saudization initiatives, and builds a high-performance, compliant, and engaged workforce across sites and head office.

Key Responsibilities
  • HR Strategy & Leadership: Develop and implement HR strategies aligned with business and project objectives. Act as a strategic partner to senior management on workforce planning, organizational structure, and talent development. Lead and supervise HR team performance across head office and project sites.
  • Recruitment & Workforce Planning: Manage end-to-end recruitment for technical, project, and corporate roles. Coordinate manpower planning for multiple construction projects and mobilization schedules. Oversee onboarding, employee orientation, and site mobilization processes.
  • Saudization & Government Compliance: Develop and implement Saudization (Nitaqat) strategies and targets. Manage relations with MHRSD, GOSI, Muqeem, Qiwa, Absher, and other government platforms. Ensure timely renewal of visas, Iqamas, work permits, and employee records.
  • Employee Relations & Labor Law: Ensure full compliance with Saudi Labor Law, company policies, and contractual obligations. Handle employee relations matters including grievances, disciplinary actions, investigations, and terminations. Advise management on legal risks and labor compliance matters.
  • Compensation, Payroll & Benefits: Oversee payroll processing, WPS compliance, and employee benefits administration. Develop salary structures, allowances, and incentive schemes aligned with market benchmarks. Manage leave administration, EOSB calculations, and final settlements.
  • Performance Management & Development: Implement performance appraisal systems for staff and project employees. Identify training and development needs and coordinate internal and external training programs. Support leadership development and succession planning initiatives.
  • Policies, Systems & Reporting: Develop, implement, and update HR policies and procedures. Maintain accurate HR records, dashboards, and management reports. Drive HR digitalization and system improvements where applicable.

Qualifications & Experience
  • Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s degree preferred).
  • 10–15 years of HR experience, with minimum 5–7 years in the construction industry in Saudi Arabia.
  • Strong working knowledge of Saudi Labor Law, Saudization requirements, and government systems.
  • Experience managing large, multi-national, site-based workforces.
  • Proven leadership and people management skills.
