In Saudi Arabia's Eastern Province, Bechtel has managed the development of Jubail and Ras Al-Khair Industrial Cities for the Royal Commission since the mid-1970s through Saudi Arabian Bechtel Company (SABCO). This long-term engagement, recently renewed, focuses on significant infrastructure and industrial expansions including new residential communities, iconic buildings, utility services, and port & pipeline expansions in Al Jubail and Ras Al-Khair.
The Field Instrumentation & Control Engineer Role
The Field Instrumentation & Control (I&C) Engineer provides essential technical leadership and quality oversight for all instrumentation, control, automation, and fire systems on major infrastructure and industrial projects within the Ras Al-Khair region. This full-time position serves as a technical authority for material acceptability, construction methods, testing, commissioning, and final work products, ensuring compliance with contractual requirements, codes, standards, and project quality objectives. The Engineer offers technical guidance and support to Project Field Engineering Management, Area Construction Management, and other field teams, while overseeing the effective implementation of the Construction Quality Plan (CQP).
Key Responsibilities
- Manage and implement project construction quality requirements related to instrumentation, control, automation, building systems, and fire alarm interfaces.
- Provide technical direction and administrative support to project delivery teams for quality assurance and quality control activities.
- Review and evaluate contractor submissions, including design packages, technical submittals, shop drawings, method statements, Inspection and Test Plans (ITPs), and as-built documentation.
- Review engineering packages at key design stages (30%, 60%, 90%, and Issued for Construction) to identify constructability concerns and ensure technical compliance.
- Provide oversight of instrumentation and automation systems throughout construction, testing, commissioning, and handover.
- Witness Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), final inspections, and system integration testing, preparing punch lists as required.
- Support the resolution of technical queries, field change requests, and change orders, coordinating with engineering disciplines and contractors.
- Monitor contractor quality control activities through site inspections and audits to verify compliance with project specifications, approved submittals, and industry standards.
- Promote a strong safety culture and support the implementation of company health, safety, and environmental requirements.
- Review operation and maintenance manuals, monitor completion of as-built documentation, and provide technical mentoring and training to developing engineers.
Qualifications and Experience
- Bachelor's Degree in Electronics Engineering, Electrical Engineering, Instrumentation Engineering, or a related discipline.
- Minimum 8-10 years or 12-14 years of field engineering experience in the construction of instrumentation, control, automation, and fire systems for major infrastructure and industrial facilities.
- Demonstrated experience in the design review, construction, testing, commissioning, operation, and maintenance of instrumentation and control systems associated with potable water systems, seawater cooling systems, wastewater treatment facilities, lift stations, irrigation networks, substations, buildings, and other industrial installations.
Required Knowledge and Skills
- Strong experience reviewing P&IDs, Process Flow Diagrams (PFDs), Single Line Diagrams (SLDs), Network Architecture Drawings, control schematics, and operational philosophies.
- Experience reviewing technical submittals, shop drawings, method statements, inspection and test plans, and as-built documentation.
- Extensive knowledge of field instrumentation, analyzers, and control systems including Distributed Control Systems (DCS), Supervisory Control and Data Acquisition (SCADA), Programmable Logic Controllers (PLC), Remote Terminal Units (RTU), Safety Instrumented Systems (SIS), Building Management Systems (BMS), Direct Digital Control (DDC) Systems, and Fire Alarm Systems with associated interfaces.
- Experience reviewing control system integration using various communication protocols and network topologies.
- Knowledge of Motor Control Centers (MCC), Local Control Panels (LCP), Remote Control Panels (RCP), hardwired controls, and software-based control integration with RTU, PLC, and SCADA systems.
- Thorough understanding of automation deliverables such as instrument indexes, loop diagrams, wiring diagrams, installation drawings, logic diagrams, control narratives, control room layouts, cable routing drawings, MCC interfaces, and technical recommendations.
- Strong working knowledge of relevant instrumentation standards, including ISA , ISA , and other applicable ISA standards.
- Experience supporting multidisciplinary engineering and construction teams on large-scale infrastructure and industrial projects.
- Experience reviewing and resolving contractor technical queries in coordination with engineering disciplines.
- Experience supporting field change management processes and preparation of change orders.
- Experience delivering Instructor-Led Training (ILT) programs and technical development workshops.
- Demonstrated experience mentoring graduate and early-career engineers, including knowledge transfer to Saudi national engineers.
