Job Description
About the Role
AECOM is seeking an experienced Cost Engineer to join its project controls team in Makkah. This full-time role involves comprehensive project cost management, focusing on budget performance and financial accountability throughout engineering, procurement, and construction phases. The position requires collaboration with cross-functional teams to ensure transparent cost reporting and support informed decision-making.
Key Responsibilities
- Manage cost tracking, commitments, actuals, and incurred costs against approved budgets.
- Monitor and analyze cost performance across project stages, identifying variances, trends, and risks.
- Validate invoices, progress claims, and contractor payment applications against work performed.
- Prepare weekly and monthly cost reports, including variance analysis and forecast updates.
- Report cost trends, budget deviations, and potential risks to stakeholders.
- Lead the preparation of cash flow forecasts and cost-to-complete analyses.
- Evaluate change notices and assess their cost impacts.
- Assess cost implications of scope changes, schedule delays, and productivity variances.
- Maintain change management logs and ensure alignment with project controls procedures.
- Perform Earned Value Management (EVM) calculations and integrate cost and schedule metrics.
- Analyze cost and schedule variances, preparing performance indices and trend forecasts.
- Collaborate with planning teams for accurate progress measurement and cost tracking.
- Maintain project cost databases with a focus on accuracy and integrity.
- Lead the implementation and optimization of cost control software and tools.
- Develop and maintain cost tracking templates and reporting dashboards.
- Liaise with project managers, discipline leads, procurement, and contractors to validate cost information.
- Participate in project progress meetings, providing cost insights.
- Support internal and external audits related to cost control.
- Mentor junior cost engineers and contribute to team development.
Qualifications and Experience
- Bachelor's degree in Engineering, Finance, Accounting, Construction Management, or a related field.
- Minimum of 7 years of professional experience in cost control, cost engineering, or project controls.
- Extensive experience on large-scale EPC/EPCM projects within sectors such as mining, oil & gas, energy, infrastructure, or industrial.
- Advanced proficiency in Microsoft Excel, including complex formulas and dashboard development.
- Demonstrated expertise with cost control systems (*, Prism, EcoSys, SAP, Oracle).
- Strong analytical and quantitative skills with meticulous attention to detail.
- Comprehensive understanding of project progress measurement, forecasting, and change management.
- Advanced proficiency in Earned Value Management (EVM) principles and applications.
- Excellent communication and documentation skills.
- Proven ability to work independently and collaboratively.
- Strong organizational skills and ability to manage multiple priorities.
- Strategic problem-solving capabilities.
- Resilience and adaptability in dynamic project environments.
Additional Preferred Qualifications
- Master's degree in a related field.
- Experience mentoring junior cost engineers or leading cost control teams.
- Proven expertise in invoice validation, payment application review, and cost claim management.
- Advanced knowledge of forecasting methodologies and cost-to-complete analysis.
- Extensive experience with multi-discipline industrial projects and complex EPC/EPCM environments.
- Track record of supporting project audits and regulatory compliance reviews.
- Professional certification in project management or cost engineering (*, PMP, AACE).
- Experience implementing or optimizing cost control systems and processes.
Work Location and Type
This is a full-time position based in Makkah. The role is integral to the project controls team, supporting large-scale engineering, procurement, and construction initiatives.
