About the Role
SYSTRA Brasil is seeking an experienced Project Manager (Metro) to lead the end-to-end delivery of complex metro programs in Makkah, Saudi Arabia. This full-time position requires a seasoned professional with over 10 years of experience in managing major rail projects, acting as a trusted delivery partner with deep rail expertise and strong client-facing leadership.
Role Overview and Responsibilities
The Project Manager will be responsible for the full lifecycle delivery of metro assets and systems. This includes overseeing planning, feasibility studies, design, procurement, construction, systems installation, testing, commissioning, trial operations, and handover. Key responsibilities involve establishing integrated master schedules, stage gates, and KPIs to ensure performance in safety, scope, schedule, cost, and quality. The role demands acting as the primary interface with a wide range of stakeholders, including client organizations, transport authorities, utilities, city planners, designers, contractors, operators, and independent checking engineers. Leading governance forums, approvals, and executive reporting to drive timely decisions across civil, systems, and operational stakeholders is also critical.
Technical and Interface Management
This position requires overseeing multidisciplinary scopes encompassing civil works such as tunnels, viaducts, stations, and depots. It also involves managing rail systems including trackwork, power and traction, SCADA, signaling and train control (CBTC preferred), telecommunications, rolling stock interfaces, platform screen doors (PSDs), and overhead catenary systems (OCS). A significant aspect of the role is managing critical interfaces among design-and-build packages, systems integrators, and third parties to maintain integration integrity.
Commercial, Safety, and Assurance Oversight
The Project Manager will shape procurement strategies for multi-package metro delivery, including civil works, MEP, systems, rolling stock, systems integration, and operations and maintenance (O&M). Contract administration, change control, claims management, and risk allocation are essential duties. The role also mandates the implementation of comprehensive risk management, configuration control, and change governance. Ensuring QA/QC processes, coordinating independent safety assessments, and leading HSE excellence across contractors in alignment with international rail safety practices are paramount. Driving systems assurance, RAMS, EMC/EMI, cybersecurity, and safety certification readiness is also a key responsibility.
Testing, Commissioning, and Team Leadership
Planning and managing integrated testing and commissioning (IOTC), trial running, reliability growth, and safety certification are core functions. Coordination with operators for O&M strategy, staffing, training, maintenance regimes, spares, and asset information requirements to ensure a smooth handover into passenger service is also required. The Project Manager will build and lead a matrixed team, including PMO, planning and scheduling, cost, risk, engineering, assurance, and site supervision. Mentoring staff, driving accountability, and fostering a culture of collaboration, transparency, and continuous improvement are integral to this leadership role.
Qualifications and Experience
Candidates must possess a Bachelor’s degree in Civil, Electrical, Mechanical, Systems, or Transport Engineering, with a Master’s in Transport/Rail Systems or Project Management being preferred. A minimum of 20 years of experience delivering major metro or rail programs is required, with demonstrable experience across civil and systems packages, including interface and integration management. Proven regional experience in the GCC/KSA or similar environments, working with government or quasi-government clients, is essential. Experience in delivery partner, PMC, or client-representative roles managing multi-billion SAR/AED portfolios is highly valued. Strong knowledge of metro systems, including CBTC/signaling, telecommunications, power/traction, SCADA, PSDs, rolling stock interfaces, RAMS, and systems assurance is necessary. Proficiency with P6, risk tools, PMIS, BIM/CDE, and systems engineering and configuration management practices is required. Certifications such as PMP, PgMP, APM, IRSE, or PRINCE2 are preferred.
