About the Role

AECOM is seeking a Senior Manager - Safety, Health & Environment to join our team in Makkah. This full-time leadership position is responsible for developing, implementing, and overseeing comprehensive safety, health, and environmental programs. The role requires a strategic approach to foster a culture of safety excellence and ensure full compliance with Saudi Arabian regulations and international standards, driving organizational transformation and establishing AECOM as a leader in safety and environmental practices.

Key Responsibilities

  • Develop, implement, and maintain integrated safety, health, and environmental management systems and policies aligned with organizational objectives and regulatory requirements, providing strategic oversight of enterprise-wide programs.
  • Conduct comprehensive risk assessments and hazard analyses to identify potential workplace hazards and implement preventive and corrective measures across complex operational environments.
  • Lead incident investigations, analyze root causes, and implement corrective actions to prevent recurrence, establishing organizational learning mechanisms.
  • Ensure compliance with Saudi Arabian labor laws, occupational health and safety regulations, and environmental legislation, serving as the primary liaison with regulatory authorities.
  • Oversee the development and delivery of comprehensive safety training programs for all organizational levels, including executive-level safety leadership development.
  • Manage safety performance metrics, analyze trends, and prepare strategic reports for senior management and regulatory bodies, translating data into actionable insights.
  • Conduct internal and external audits to assess compliance with safety, health, and environmental standards, and drive continuous improvement based on findings.
  • Collaborate with operational teams and senior leadership to integrate safety practices into daily work processes, procedures, and organizational culture.
  • Maintain and update safety documentation, records, and regulatory filings, ensuring organizational readiness for audits and inspections.
  • Represent the organization in dealings with regulatory authorities and external stakeholders on safety and environmental matters, building strategic partnerships.
  • Lead cross-functional teams to drive continuous improvement initiatives in safety and environmental performance, championing innovation and best practices.
  • Establish and monitor key performance indicators (KPIs) related to safety, health, and environmental objectives, driving accountability across the organization.
  • Mentor and develop safety professionals and operational leaders, building organizational capability and succession planning.
  • Provide strategic counsel to executive leadership on safety and environmental risks, opportunities, and organizational positioning.

Qualifications and Experience

  • Minimum of 15+ years of professional experience in safety, health, and environmental management.
  • At least 7 years of experience in a senior management or leadership capacity.
  • Comprehensive knowledge of occupational health and safety regulations, environmental management standards, and Saudi Arabian labor laws.
  • Proven expertise in developing, implementing, and managing integrated safety management systems and programs across large-scale operations.
  • Extensive experience conducting risk assessments, hazard analyses, incident investigations, and root cause analysis.
  • Advanced proficiency in data analysis, safety metrics interpretation, and performance indicator management.
  • Advanced experience with safety management software, tools, and digital compliance platforms.
  • Certification in ISO 45001 or ISO 14001.
  • Professional certifications such as NEBOSH, IOSH, or equivalent recognized safety qualifications.
  • Demonstrated expertise in audit and compliance management with regulatory bodies.
  • Advanced knowledge of process safety management, emergency response planning, and business continuity.
  • Proven track record in developing and delivering comprehensive training programs and building safety culture.
  • Experience managing safety programs in complex, multi-site, or international operational environments.

Skills and Abilities

  • Strong analytical and problem-solving skills with demonstrated ability to assess complex safety and environmental issues at strategic levels.
  • Exceptional leadership and team management capabilities with proven ability to influence, mentor, and motivate cross-functional teams and senior stakeholders.
  • Fluent communication and presentation skills in English.
  • Arabic language skills are preferred.

This is a full-time position based in Makkah, Saudi Arabia.
