About the Role

topEngineer is seeking a Consultant to join our team in Riyadh. This full-time role requires 2-5 years of experience and focuses on identifying and driving growth for government agencies and sectors by enhancing revenue and industry maturity.

Role Overview and Objectives

The Consultant will diagnose the current state of government sectors using field-grade evidence, benchmark performance against regional and global peers, and pinpoint actionable growth opportunities. This involves guiding opportunities through a structured methodology, including opportunity-generation camps with agencies and experts, business casing, and demand validation. The primary objective is to deliver concrete growth for government partners and generate new revenue for the company.

Key Responsibilities

  • Assess agency mandates, operating and revenue models, and the sectors they regulate or serve.
  • Build first-hand, field-grade evidence of current states and benchmark against regional and global peers.
  • Locate maturity gaps and potential growth opportunities for agencies and sectors.
  • Identify avenues for agency revenue growth, including new digital services, data monetization, fee models, commercial arms, and partnership structures.
  • Size each opportunity and define its path to execution.
  • Identify strategies to uplift sectors, such as digitizing value chains, enabling private-sector participation, and developing ecosystems.
  • Define the company's role in enabling sector uplift.
  • Contribute to the design and delivery of growth camps, shaping agency growth questions and feeding in diagnostic evidence.
  • Work alongside recruited experts and embedded agency stakeholders during camp delivery.
  • Ensure camp outputs meet high standards for meaningful opportunities.
  • Build robust business cases covering opportunity sizing, commercial modeling, and feasibility.
  • Make clear pursue/hold/pass recommendations and defend them before agency and company leadership.
  • Ensure every opportunity leaves with a named owner and a defined path.
  • Pressure-test critical assumptions through lean experiments (*, landing pages, pricing tests) and recommend scale based on results.
  • Manage senior agency relationships across the full cycle.
  • Run diagnostic sessions and workshops, aligning decision-makers around evidence.
  • Sustain momentum after camp completion.
  • Deliver executive-ready sector analysis and portfolio outcomes.
  • Define and monitor metrics that impact decisions.
  • Comply with all relevant departmental policies, processes, and standard operating procedures.
  • Adhere to safety, quality, environmental, and information security policies and standards.

Required Experience

  • 2-5 years of professional experience in a consulting, strategic advisory, or similar role, preferably with exposure to government or public sector projects.
  • Demonstrated capability in conducting market analysis, benchmarking, and identifying growth opportunities.
  • Experience in developing business cases, commercial modeling, and presenting recommendations to senior stakeholders.
  • Strong analytical, problem-solving, and relationship management skills.

Work Environment and Location

This is a full-time position based in Riyadh, Saudi Arabia, involving close collaboration with government agencies and internal teams.
