About ENGIE Middle East and the Role

This full-time role for a Head of Health, Safety, and Environment Generation is based in Riyadh, Saudi Arabia, within ENGIE Middle East.

Role Purpose and Operational Scope

The primary objective of this position is to lead, govern, and continuously enhance all Health, Safety, Environment (HSE), and Process Safety activities across ENGIE Generation International assets and entities within the Kingdom of Saudi Arabia. The Head of HSE provides strategic leadership, drives the implementation of ENGIE Group and Generation International HSE policies, standards, and Life Saving Rules, and ensures compliance with regulatory requirements and industry best practices. This role acts as the principal advisor to the GI Managing Director KSA on all HSE matters, covering power generation assets, water desalination assets, O&M companies, Project companies, corporate functions, and contractors.

Core Responsibilities

  • Develop and implement the KSA HSE strategy.
  • Lead and coach HSE teams across the organization.
  • Ensure compliance with ENGIE internal and external regulatory requirements.
  • Establish HSE objectives and Key Performance Indicators (KPIs) for KSA, aligned with Engie Global HSE objectives.
  • Lead HSE governance reviews and assess maturity levels across various GBUs.
  • Drive Human and Organizational Performance (HOP) and safety culture initiatives.
  • Coordinate incident investigation and learning processes in accordance with Engie HSE rules and policies.
  • Lead contractor safety compliance across all assets and projects in KSA.
  • Oversee and support the governance of permit-to-work, Lockout/Tagout (LOTO), and safe systems of work.
  • Oversee environmental performance at the KSA level and lead environmental reporting and compliance programs.
  • Lead crisis management and business continuity preparedness.
  • Represent ENGIE with regulators and stakeholders on HSE matters as requested by management.
  • Organize synergies across GBUs in HSE matters, including knowledge management, experience feedback, training, and human resources.
  • Set standards, methodologies, and tools in accordance with Engie guidelines.
  • Manage required HSE reporting (weekly, monthly, quarterly) and annual environmental reporting.
  • Coordinate investigations of high-potential incidents and support investigations into process safety events.
  • Ensure the implementation of Life Saving Rules.
  • Drive continuous improvement and risk reduction initiatives.
  • Promote an environmental culture within GBUs and communicate the environmental charter and strategy.

Strategic Leadership and Governance

This role involves providing executive leadership to the HSE organization, fostering a unified One ENGIE HSE culture. The Head of HSE will advise executive management on critical HSE matters, monitor HSE performance across all assets, and ensure the effective closure of HSE action plans.

Required Qualifications

  • A minimum of 10 years of relevant professional experience in Health, Safety, and Environment roles.
