Role Overview

AVALON Pharma is seeking a Head of PMO & Delivery to establish and lead the Project Management Office for the Digital Technology department. This full-time position, based in Riyadh, Saudi Arabia, involves owning end-to-end delivery across the entire project portfolio, encompassing both SAP and non-SAP initiatives.

This is a hands-on leadership role designed for a delivery professional who excels in combining strong project governance with disciplined requirements gathering and rigorous documentation practices.

Core Responsibilities

The Head of PMO & Delivery will be responsible for setting delivery standards, managing the portfolio using Jira and Confluence, and leading and developing the project management team. A key aspect of the role is providing leadership with clear and reliable visibility of progress, risks, and expenditures across all workstreams.

PMO Establishment and Governance

  • Establish, own, and continuously improve the PMO, including delivery methodology, standards, templates, stage gates, and governance, ensuring consistent application across all SAP and non-SAP projects.
  • Provide a single, reliable portfolio view of status, milestones, risks, dependencies, and budget to the CDO and leadership through executive dashboards and a disciplined reporting cadence.

Portfolio and Delivery Management

  • Own end-to-end delivery across the entire portfolio, covering SAP (ERP and manufacturing) and non-SAP (custom applications), from initiation through go-live and benefits realisation.
  • Manage cross-project priorities, dependencies, resource conflicts, and escalations to ensure continuous delivery progress and remove blockers.
  • Own delivery quality across the full lifecycle, including requirements, design, build, and structured testing governance (SIT, UAT, cutover, and hyper care), applied consistently across all projects.
  • Act as the senior escalation point for delivery issues, risks, and delays, driving resolution and keeping programmes on track.

Requirements, Tools, and Team Leadership

  • Lead and coach the team in structured requirements gathering, eliciting, challenging, and documenting business needs into clear scope, requirements, and acceptance criteria across diverse project types.
  • Ensure traceability from business intent through design to delivery, maintaining scope control and aligning outcomes with business requirements.
  • Run the portfolio in Jira, managing boards, sprints, epics, roadmaps, and backlog, with strong ticket hygiene and consistent practice across teams.
  • Maintain Confluence as the department's single source of truth for requirements, designs, decision logs, runbooks, and governance, applying appropriate delivery approaches (agile/Scrum, waterfall, or hybrid) to each initiative.
  • Lead, mentor, and develop the project managers, setting objectives, managing performance, and growing delivery capability across the team.
  • Plan resourcing and capacity across the portfolio, balancing demand against available delivery capacity and flagging gaps early.

Stakeholder, Vendor, Budget Management, and Qualifications

  • Act as the senior delivery interface to business stakeholders and senior management, managing expectations and communicating clearly across technical and non-technical audiences.
  • Govern external vendors against agreed milestones, SLAs, and quality gates; oversee project budgets, track actuals against forecast, and flag variances early.
  • A minimum of 10 years of relevant experience is required for this role.
