About the Role

The Zakat, Tax and Customs Authority is seeking a Legal Senior Advisor to join its team in Riyadh. This full-time position requires an individual capable of leading work activities and operating with a high degree of autonomy to achieve long-term objectives. The role involves acting as an internal consultant, providing guidance, and delivering operational activities within the legal framework of tax and zakat regulations.

Key Responsibilities

The Legal Senior Advisor will be responsible for preparing complex legal studies for committees concerning withholding taxes, value-added taxes, and real estate transaction taxes. This includes providing legal opinions for consultation requests and developing action plans for identified issues. Key duties involve staying current with all tax and zakat laws and regulations through research and legal advice, requesting necessary documents from stakeholders, and preparing comprehensive case files. The role also requires the accurate and objective study of cases related to various tax types, including double taxation agreements, tax exceptions, exclusions, and exemptions, as well as statutes of limitations on assessments. Furthermore, the advisor will study legal clauses raised by appellants or respondents, perform specialized legal studies related to appeals, and submit reports accordingly. Developing timely reports for management and documenting section information are also integral parts of this role.

Core Duties and Tasks

• Staying updated on tax/zakat laws and regulations through research and legal advice.
• Requesting required documents and data from relevant stakeholders within specified periods to prepare and study case files.
• Preparing case files, ensuring data completeness and accuracy for in-depth revision.
• Correcting data errors in case files based on available information.
• Accurately and objectively studying cases related to withholding tax, including double taxation agreements, verifying tax exceptions, exclusions, and exemptions, and providing timely legal studies to Committees.
• Accurately and objectively studying cases related to value-added taxes and cases between individuals, providing timely legal studies to Committees.
• Accurately and objectively studying cases related to selected goods taxes and related fines, providing timely legal studies to Committees.
• Accurately and objectively studying cases related to real estate transaction taxes and related fines, providing timely legal studies to Committees.
• Accurately and objectively studying cases related to statutes of limitations on assessments for all zakat and tax issues, providing timely legal studies to Committees.

Qualifications and Experience

A Bachelor’s degree in Law or an equivalent qualification is required for this position. A Master’s degree in a related field is preferred. Candidates should possess a minimum of 5 years of relevant professional experience.
