About the Role
Parsons Corporation is seeking an experienced Project Manager to join its site-based construction supervision and project management team in Riyadh. This role is focused on a significant public realm development project, encompassing parks, open spaces, and extensive streetscape infrastructure. The project aims to create a vibrant and inclusive environment that enhances livability and community well-being.
Project Scope and Responsibilities
The Project Manager will be responsible for the end-to-end delivery of assigned public realm and streetscape packages, from mobilization through to project handover. This includes managing project scope, schedule, cost, risk, and quality in accordance with Parsons’ project management procedures and best practices. The role involves overseeing site-based construction supervision teams to ensure compliance with approved designs, specifications, and relevant codes. Key duties also include reviewing contractor work programs, coordinating interfaces between various project elements and adjacent developments, and preparing periodic progress reports for the client and senior management.
- Leading project delivery from mobilization to handover.
- Managing project scope, schedule, cost, risk, and quality.
- Overseeing site construction supervision teams.
- Reviewing contractor work programs, method statements, and plans.
- Coordinating interfaces between different project components and adjacent developments.
- Chairing progress, technical, and coordination meetings.
- Preparing and presenting periodic reports.
- Leading the review of RFIs, shop drawings, and submittents.
- Supporting value engineering and optimization initiatives.
- Driving the implementation of HSE requirements and promoting a safety culture.
- Supporting contract administration activities, including variations and payment applications.
- Ensuring compliance with Parsons’ quality management systems.
Qualifications and Experience
Candidates should possess a Bachelor’s degree in Civil Engineering, Architecture, Landscape Architecture, Urban Planning, Construction Management, or a related field. A minimum of 10–15 years of relevant experience is required, with at least 5 years specifically in a Project Manager capacity on large-scale public realm, infrastructure, or mixed-use urban development projects. Proven experience in site-based construction supervision and project management for parks, streetscape, or public open space projects is essential.
- Bachelor’s degree in a relevant discipline.
- 10–15 years of overall relevant experience.
- Minimum 5 years as a Project Manager on large-scale urban development projects.
- Experience in site-based construction supervision and project management of public realm projects.
Required Skills and Knowledge
A strong understanding of public realm design principles, landscape works, urban infrastructure, utilities coordination, and streetscape construction is necessary. The role requires the ability to manage multidisciplinary teams and work effectively with international consultants and contractors. Solid knowledge of contract administration, including familiarity with FIDIC or similar standard forms of contract, is expected. Proficiency in project management tools such as Primavera P6 or MS Project, and MS Office is required; experience with common data environments is considered an advantage. Excellent communication, leadership, negotiation, and stakeholder management skills are vital for this position.
- Understanding of public realm design, landscape works, and urban infrastructure.
- Ability to manage multidisciplinary teams and international partners.
- Knowledge of contract administration and FIDIC contracts.
- Proficiency in project management software (Primavera P6/MS Project) and MS Office.
- Strong communication, leadership, and negotiation skills.
Work Environment
This is a full-time, site-based position located in Riyadh, Saudi Arabia. The role is integral to a major public realm development project.
