Parsons Corporation is seeking a Senior Commissioning Engineer (PMC) to join its team in Riyadh, Saudi Arabia. This is a full-time position focused on contributing to large-scale projects within a Project Management Consultant (PMC) environment.

The Role

The Senior Commissioning Engineer provides technical leadership and specialized engineering support across various disciplines, including Electrical, Mechanical, ELV, or Operations. This role involves ensuring compliance with project requirements, international standards, and client specifications throughout the project lifecycle, from design review to commissioning and operational readiness.

Key Responsibilities

• Provide technical leadership and specialist engineering support within the assigned discipline.
• Review and validate engineering designs, technical submissions, specifications, and commissioning documentation.
• Support the preparation, review, and technical validation of the Operational Preparedness Report (OPR).
• Ensure engineering deliverables comply with project requirements, applicable codes, international standards, and client specifications.
• Coordinate with design consultants, contractors, commissioning teams, and client representatives to resolve technical issues.
• Participate in design reviews, constructability reviews, risk assessments, and value engineering initiatives.
• Monitor construction and commissioning activities to ensure compliance with approved designs, quality standards, and project schedules.
• Identify engineering risks and recommend mitigation measures to maintain project objectives.
• Support Testing & Commissioning planning, execution, and system readiness activities.
• Ensure all engineering activities are performed in accordance with Parsons Quality Management System (QMS), Health, Safety & Environment (HSE) requirements, and project procedures.
• Review contractor method statements, inspection and test plans (ITPs), commissioning procedures, and operational documentation.
• Provide technical guidance and mentoring to junior engineers and multidisciplinary project teams.
• Participate in meetings with the client, stakeholders, consultants, and contractors to provide technical recommendations and engineering solutions.
• Contribute to continuous improvement initiatives, lessons learned, and engineering best practices.

Required Qualifications and Experience

• 5-10 years of demonstrated experience on large-scale infrastructure, mixed-use, hospitality, or mega projects.
• Previous experience as a Testing & Commissioning Engineer on major projects.

Desired Attributes

• Professional registration or chartered status.
• Experience working within a Project Management Consultant (PMC) environment.
• Previous experience with internationally recognized engineering or consulting organizations.
