About the Senior Testing & Commissioning Engineer Role

Hill International (Middle East) Limited is seeking a Senior Testing & Commissioning Engineer (E2) for a full-time position in Riyadh. This role is responsible for managing the integration and validation activities for a program, ensuring all work aligns with client requirements and project standards.

Key Responsibilities

The Senior Testing & Commissioning Engineer will oversee and manage the integration and validation efforts of the Contractor. This includes validating all Test and Commissioning plans and procedures for the program. The role involves leading, directing, and supervising a team of discipline Engineers in the preparation and execution of commissioning work, taking full responsibility for the completion of implementation in accordance with client needs and project standards. Planning, organizing, and supervising work to ensure adherence to project schedule parameters is essential. The engineer will liaise with the Systems Engineering team for support and control, and coordinate with the Operator, Civil Defiance, EXPRO, and other third parties regarding testing and commissioning requirements. Ensuring comprehensive testing and commissioning works, discussed with stakeholders for optimal implementation, is a key duty. The role also includes approving testing and commissioning works, participating in negotiations with regulatory agencies, and attending public meetings with the client. Initiating risk assessments for testing and commissioning works, reviewing results, and recommending mitigation actions are also part of the responsibilities. The engineer will attend final inspections, initiate Contract Completion Certificates and Handover Certificates, and coordinate all activities for successful project commissioning within schedules and contractual requirements. Oversight of coordination between the Client, Contractor, vendors, Engineering, sub-contractors, and other agencies for smooth process plant commissioning is expected. The role requires reviewing the calibration of testing equipment on site and reviewing testing and commissioning plans submitted by the Contractor for compliance with operational requirements. Writing Testing & Commissioning reports and documentation, and ensuring the completion of training for maintenance and operative staff, O&M manuals, spare parts, and as-built drawings are also critical tasks. The engineer must stay informed of and ensure continued compliance with relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International. Other duties as assigned by the line manager/supervisor will be performed.

Qualifications and Experience

Candidates must possess a degree in engineering or a scientific discipline. A minimum of 15 years of experience in large-scale projects is required. The role demands knowledge of all phases of construction operations related to field activities of engineering disciplines, construction technologies, and jobsite management. Experience implementing a zero-accident philosophy is necessary, along with extensive knowledge of health, safety, and environmental policies, processes, and procedures. Familiarity with the Project Construction Environmental Control Plan and excellent knowledge of Water and Wastewater works are essential.
