About the Role

Norconsult Telematics is seeking a VAS Design Engineer for a contract position in Riyadh. This role focuses on managing the design of telecom platforms, with a specialization in Value-Added Services (VAS) and Roaming solutions. The engineer will ensure the development of scalable, resilient, and high-performing service architectures that support reliable service delivery and seamless integration across network, IT, and operational domains. The position also drives technology evolution and service innovation in alignment with business objectives and future network transformations.

Key Responsibilities

• Manage the architecture, design, evolution, and lifecycle of VAS and Roaming platforms, including SMSF, LMF, CBCF, SMSC, SMS Firewall, MMSC, MCA, MCC, DMC, OTA, RBT, IVR, Voicemail, Voice SMS, USSD, NTR, OM, SCAP, SC/SCA, RDNA, and analytics platforms.
• Define capabilities for 5G Standalone (SA) services, cloud-native architectures, and next-generation digital service platforms.
• Drive the transformation, modernization, and migration of VAS and Roaming services in line with emerging technologies and business objectives.
• Oversee end-to-end capacity planning, forecasting, performance optimization, and expansion for VAS and Roaming platforms.
• Design and maintain business continuity, geo-redundancy, disaster recovery, and multi-layer resilience solutions for VAS and Roaming services.
• Collaborate with Mobility, Transport, Fixed Services, IT, Cybersecurity, and Operations teams for seamless platform integration and lifecycle management.
• Manage end-to-end validation, verification, integration testing, and domain acceptance for new VNFs, CNFs, services, and platform upgrades.
• Design and manage cloud-native service architectures using NFV, OPNFV, Service Chaining, NFVI, VIM, NFVO, VNFs, CNFs, and orchestration frameworks.
• Develop, review, and approve VAS and Roaming service dimensioning models, solution designs, capacity plans, and Methods of Procedure (MOPs).
• Maintain, review, and approve technical documentation, including HLDs, LLDs, Integration Specifications, Solution Design Documents, and architecture standards.
• Translate strategic roadmaps and business requirements into detailed technical designs and implementation plans.
• Perform architecture assessments and solution design for multi-access technologies, converged services, roaming innovations, and new digital service offerings.
• Evaluate and validate vendor technical solutions against business requirements, industry standards, and security policies.
• Prepare, review, and evaluate RFIs, RFPs, RFQs, and related technical documentation for VAS and Roaming initiatives.
• Validate and approve Bills of Quantities (BOQs), support procurement, and participate in vendor selection.
• Identify and deliver business value through service innovation, operational efficiency, cost optimization, and new revenue streams.
• Conduct Proofs of Concept (PoCs) and technology assessments, recommending emerging technologies.
• Ensure collaboration with Cybersecurity and Data Protection teams for security-by-design principles and compliance.
• Support business units in technology enablement, strategy development, and solution architecture.
• Provide technical leadership and governance throughout the solution lifecycle, ensuring platforms are secure, scalable, and aligned with digital transformation strategy.

Qualifications and Experience

• Bachelor of Science in Telecommunication Engineering.
• 5 to 10 years of experience in the telecommunication industry, with in-depth exposure to VAS and Roaming Services design.
• Experience with major suppliers and Communications Service Providers is highly desirable.
• Tender preparation experience on relevant network elements and solutions.
• Ability to perform necessary architecture analysis and design activities.
• Hands-on experience in network automation and orchestration.
• Solid knowledge of 5G Standalone Core, Telco Cloud, and security requirements.
• Good knowledge of executive management reporting, presentations, and dashboards with strong analytical skills.
• Strong business acumen.
• Proactive and responsible, with the ability to collaborate effectively with stakeholders.
• Good communication and interpersonal skills.
• Excellent analysis and problem-solving skills.
• Fluent English language proficiency.

Work Context

This is a contract position based in Riyadh. The role requires a minimum of 5 years and a maximum of 10 years of relevant experience.
