About the Role

Parsons Corporation is seeking an experienced HSE Manager to join its team in Tabuk. This full-time position involves overseeing and implementing comprehensive Health, Safety, and Environmental programs for large-scale infrastructure and mega-projects. The role requires championing a safety culture to ensure all site activities minimize risk and comply with Parsons' corporate policies, client requirements, and Saudi Arabian regulations.

Key Responsibilities

  • Develop, update, and implement project-specific HSE plans, procedures, and safety management systems for complex civil and infrastructure works.
  • Conduct regular safety audits, hazard assessments, and site inspections to ensure compliance with local laws and international standards (ISO 45001 and ISO 14001).
  • Lead investigations into site incidents, near-misses, and perform root-cause analyses.
  • Formulate and enforce immediate corrective and preventive action plans following investigations.
  • Oversee project safety orientations, specialized HSE training programs, and regular toolbox talks.
  • Design, test, and maintain emergency response and evacuation plans for all project locations and offices.

Leadership and Strategy

The HSE Manager will be responsible for strategic leadership in health, safety, and environmental matters. This includes developing and maintaining robust HSE plans and management systems that are tailored to the specific demands of major infrastructure projects. A key aspect of this role is fostering a proactive safety culture across all levels of site personnel and subcontractors.

Qualifications and Experience

  • Bachelor’s degree in Occupational Health and Safety, Environmental Engineering, Civil Engineering, or a related field.
  • A minimum of 10 years of dedicated HSE experience within the construction or engineering sectors.
  • At least 3–5 years of experience in a managerial capacity on major infrastructure or mega-projects, preferably in the Middle East.
  • Internationally recognized safety certifications are required (*, NEBOSH International Diploma, CSP, or CMIOSH).

Required Skills and Attributes

  • Deep understanding of modern construction hazards, heavy machinery safety, environmental management systems, and risk mitigation methodologies.
  • Strong leadership, communication, and conflict-resolution skills.
  • Proven ability to influence stakeholders and drive a proactive safety culture in a multicultural environment.
  • Willingness to live and work in the Tabuk region.

Work Location and Type

This is a full-time position based in Tabuk, Saudi Arabia. The role requires the selected candidate to reside and work within the Tabuk region.
