About the Role

Parsons Corporation is seeking a Senior Quality Engineer, specifically a Saudi National, to join our team in Tabuk, Saudi Arabia. This full-time position is integral to leading quality assurance and control efforts on significant infrastructure projects within the Kingdom. The role involves the strategic implementation of Quality Management Systems (QMS) and upholding stringent standards for Saudi Arabia's Giga-projects, aligning with Vision 2030 benchmarks.

As a senior team member, you will be the primary authority for quality compliance, ensuring project deliverables meet and exceed client expectations. This position offers opportunities for professional growth within an innovative culture.

Key Responsibilities

• Lead the development, implementation, and continuous improvement of the Project Quality Management System (PQMS) in accordance with ISO 9001:2015 standards.
• Plan and conduct comprehensive internal and external quality audits, managing the audit lifecycle from scheduling to the verification of closed corrective actions.
• Review and approve technical documents including Inspection and Test Plans (ITPs), Method Statements, and Material Submittals.
• Lead investigations into quality failures or non-conformances (NCRs), developing preventive strategies to mitigate future risks.
• Represent the Quality department in meetings with clients, government authorities, and contractors, ensuring clear communication and alignment.
• Supervise and mentor junior quality engineers and inspectors, fostering technical excellence and professional growth.
• Analyze quality metrics and Key Performance Indicators (KPIs) to provide actionable insights on quality trends and contractor performance to the Project Director.

Qualifications and Requirements

• A Bachelor's degree in Engineering (Civil, Mechanical, or Electrical) from a recognized institution is mandatory.
• A minimum of 10 years of experience in Quality Assurance/Quality Control (QA/QC) roles.
• At least 3 years of this experience must have been in a senior or lead capacity on major construction projects.
• Extensive expertise in international codes such as ASTM, ACI, and AWS, and a thorough understanding of the Saudi Building Code (SBC).

Required Skills

• Proficiency in Quality Management Systems (QMS) and ISO 9001:2015.
• Expertise in Audit Management, including planning, execution, and follow-up.
• Ability to review and approve Inspection and Test Plans (ITPs), Method Statements, and Material Submittals.
• Skilled in Root Cause Analysis and managing Non-conformances (NCRs).
• Experience in analyzing Quality Metrics and KPIs.
• Familiarity with international codes (ASTM, ACI, AWS) and the Saudi Building Code (SBC).
• Strong managerial acumen, with the ability to manage contractor relationships and influence project outcomes.
• Proficiency in quality management software, BIM integration for quality tracking, and advanced data analysis tools.
• Excellent problem-solving skills with a strategic mindset capable of balancing quality requirements with project schedule constraints.
• Native fluency in Arabic and professional mastery of English, including technical writing and presentation skills.
