About the Role

PwC Middle East is seeking a Director for its Strategy & Transformation business unit, focusing on the Cities sector. This full-time position is based in Riyadh, Saudi Arabia. As part of a global professional services network with a significant presence in the Middle East for over 40 years, this role contributes to shaping the region's future through advisory services.

Role Context and Contribution

The Strategy & Transformation unit addresses critical regional priorities, including national visions, economic resilience, smart cities, and sustainable development. Within this unit, the Director for the Cities sector will work within a team of problem solvers to address complex business issues from strategy development through to execution. This role involves translating high-level visions into actionable solutions for smart cities, municipal services, and urban governance.

Key Responsibilities

  • Lead the development of vertical propositions within the municipal sector, covering areas such as inspection and permitting.
  • Develop business cases that demonstrate measurable impact and outcomes.
  • Bridge strategy and execution by translating high-level visions into customized solutions, roadmaps, operating models, and transformation initiatives for smart cities, municipal services, and urban governance.
  • Manage executive-level client relationships, building trusted partnerships with public sector stakeholders in complex environments.
  • Direct large-scale, multi-workstream city transformation programs from initiation to completion, ensuring delivery excellence across scope, timelines, budgets, and quality.
  • Drive business growth by developing differentiated offerings for the Cities sector, contributing to bids, and identifying opportunities within municipalities, giga-projects, and government entities.
  • Lead and develop consulting teams, fostering a collaborative environment to achieve high performance.

Qualifications and Experience

  • Bachelor's degree in Business, Engineering, Urban Planning, Public Policy, or a related field; a Master's degree is preferred.
  • A minimum of 13 years of experience in consulting, with a significant focus on municipalities or development authorities.
  • Deep expertise in municipal transformation, urban development, and city services.
  • Proven experience working with municipalities, ministries, authorities, or national programs.
  • Demonstrated leadership of complex, multi-workstream engagements, with accountability for client relationships, delivery, and commercial outcomes.
  • A commercial and growth mindset, with experience in business development, proposal shaping, and expanding client accounts.
  • Ability to connect city transformation initiatives to broader economic, social, and digital agendas.
  • Excellent command of English; fluency in Arabic is highly desirable.

Work Environment
