About the Role
Duncan & Ross is seeking a Portfolio Manager to oversee voluntary savings and retirement programs within a major Saudi social insurance organization. This senior role is based in Riyadh and operates on a full-time basis. The Portfolio Manager will be responsible for integrating and managing a diverse portfolio of savings and retirement initiatives, acting as a key advisor to senior leadership.
Role Context and Objectives
This position requires managing interdependent programs as a unified portfolio. The focus is on providing executive-level governance and reporting, coordinating across multiple workstreams including product development, digital transformation, regulatory compliance, investment strategy, and partnerships. The role demands translating complex challenges into clear executive decisions to ensure strategically significant programs remain on track.
Key Responsibilities
- Manage the complete lifecycle of voluntary savings programs, from concept to full-scale launch, ensuring adherence to scope, timeline, and quality standards.
- Identify and manage dependencies, sequencing, shared resources, and digital requirements across the portfolio to optimize delivery efficiency and prevent duplication.
- Provide executive-level portfolio reporting that connects delivery progress with product launch readiness, strategic benefits, risks, dependencies, and required leadership decisions.
- Coordinate with product design, operating models, digital teams, legal, compliance, finance, marketing, and customer service to facilitate program implementation.
- Support the design and operationalization of savings products, covering account opening, enrollment, contributions, fund allocation, member servicing, withdrawals, and reporting.
- Manage multi-party ecosystem partnerships with financial institutions, asset managers, banks, fintechs, employers, and government entities, defining roles, interfaces, service levels, data sharing, and commercial terms.
- Align business requirements with digital, CRM, data, and channel teams to ensure effective translation of customer journeys into functional digital products, including onboarding, KYC, account servicing, contribution management, dashboards, and notifications.
- Utilize data and analytics to monitor product uptake, contribution behavior, activation rates, engagement, and benefits realization. Develop or challenge KPIs related to subscribers, active contributors, average contributions, investment returns, and retirement readiness.
- Prepare high-quality steering committee materials, option papers, trade-off analyses, and Board updates to present complex issues as clear executive choices.
Qualifications and Experience
- A minimum of 10 years of relevant professional experience, with a preference for 5+ years in project, program, or portfolio management within financial services, savings, pension, or wealth management.
- Demonstrated experience launching financial products from concept to scale, with the ability to translate product concepts into implementation plans, decision papers, roadmaps, and readiness checklists.
- Strong understanding of voluntary savings and retirement products, including defined contribution schemes, contribution structures, fund options, investment choices, withdrawal rules, and customer value propositions.
- Working knowledge of investment product structures, asset allocation, risk profiles, fund performance reporting, and member-facing investment communications.
- Experience coordinating savings product operating models across internal teams and external partners such as banks, asset managers, fintechs, employers, and government entities.
- Proven capability in executive advisory and decision support, including preparing steering committee and Board-level materials, and constructively challenging teams or escalating issues when risks to scope, timeline, or partner readiness arise.
- Proficiency in English is required.
- PMP (Project Management Professional) or PgMP (Program Management Professional) certification is preferred.
Required Skills and Competencies
- Strong planning, risk management, dependency tracking, and delivery monitoring skills in complex, multi-stakeholder environments.
- Experience working with regulatory and compliance frameworks relevant to savings, pension, investment, insurance, or financial services products.
