About the Special Bids Assistant Manager Role

stc is seeking a Special Bids Assistant Manager to oversee and manage the Special Bids function within the High Potential Portfolio. This full-time position is based in Riyadh, Riyadh Region. The role holder will be responsible for ensuring alignment with the organization's overall objectives and carrying out duties in accordance with stipulated business policies and procedures. This role requires 5-10 years of experience.

Role Overview and Objectives

The Special Bids Assistant Manager will play a key role in the development and implementation of High Potential Portfolio plans, ensuring they align with corporate objectives. This position involves directing and managing Special Bids mandates, providing leadership, and facilitating work processes to achieve high performance standards. A critical aspect of the role is interpreting and implementing change within the Special Bids function, offering guidance and support for continuous improvement, and ensuring strict compliance with organizational policies, procedures, and quality standards.

Key Responsibilities in Bid Management

  • Develop bid strategies, annual business plans, and budgets for standard and complex deals, including deal structuring, business case compilation, and responding to Requests for Proposals (RfPs).
  • Lead the development of technical and commercial proposals for Sales Verticals & Giga opportunities, collaborating with internal and external stakeholders.
  • Oversee the assessment of RfPs or OpEx contract requests and receive new RfPs for sales and Giga verticals.
  • Provide governance guidelines and ecosystem support for cost estimation activities during bid management and proposal development.
  • Coordinate with relevant stakeholders to review and approve business cases.
  • Lead the Bid Team's participation in vendor selection, collaborating with Shared Services and stc technology units to identify and recommend optimal vendors.
  • Drive commercial proposal development activities in coordination with related sectors and oversee the Business GRC of technical and commercial proposals.
  • Develop detailed roadmaps with clear milestones for executing opportunities for Giga projects.
  • Hand over bid documents to the Customer Project Management Office and delivery teams for awarded projects.
  • Manage tender requirements, including valid classification certificates and aligned CR, coordinating with the GCEO office, legal, HR, Finance, and other sectors.
  • Stay updated on new requirements and regulations from external sources, such as the MOF, regarding tendering platforms.
  • Ensure alignment of all submitted bids with CST regulations and other relevant regulations to mitigate risk.
  • Oversee the bidding process for the procurement journey, aligning with B2B Performance Management.
  • Provide strategic recommendations for sales in decision-making related to submitting offers/bids.
  • Maintain an information center to disseminate tendering platform information to stakeholders.
  • Conduct analysis and validations of model results, running controls to ensure data quality before sharing with stakeholders.
  • Identify and recommend improvements to the deal-making process and support their implementation.
  • Review bids for quality and consistency, oversee compliance checks, and conduct post-deal performance reviews.
  • Build expertise capabilities around proposal compliance and bid management.

Qualifications and Experience

The ideal candidate will possess 5-10 years of relevant experience. Specific qualifications and skills will be assessed based on the candidate's ability to fulfill the responsibilities outlined above, particularly in bid management, proposal development, and stakeholder coordination.
