About the Role

Jeddah Transport Company is seeking a Transport Infrastructure Operations Manager to oversee the operational performance and engineering integrity of Jeddah's transport infrastructure. This full-time position is based in the Makkah Region, serving the cities of Jeddah and Makkah.

Role Overview

The Transport Infrastructure Operations Manager will be responsible for the day-to-day engineering operations and ongoing performance of all transport infrastructure assets across all modes. The primary objective is to ensure consistent reliability, safety, and availability of the network. This includes leading maintenance programs, infrastructure monitoring, design reviews, contractor management, and ensuring operational readiness for emergencies to prevent asset failure and service downtime.

Key Responsibilities

• Plan, coordinate, and oversee preventive and corrective maintenance programs for all transport infrastructure assets and modes to sustain engineering performance and minimize service disruptions.
• Lead engineering design reviews for land and maritime transport projects, evaluating new, modified, and upgraded infrastructure for operability, maintainability, reliability, safety, lifecycle cost, and alignment with operational requirements.
• Provide formal operations and maintenance input into all project design stages, ensuring O&M requirements, access provisions, redundancy, spares strategies, and whole-life cost considerations are integrated.
• Review and approve engineering change requests, technical variations, and modification proposals affecting in-service infrastructure to ensure safety, code compliance, and operational continuity.
• Manage operational readiness, commissioning support, and emergency response and contingency plans to ensure rapid recovery from incidents and maintain transport service continuity.
• Align maintenance and engineering works scheduling with transport operations and service delivery plans, coordinating with operators and stakeholders to minimize passenger inconvenience.
• Manage external engineering consultants, maintenance contractors, design reviewers, and specialist vendors, ensuring adherence to contractual terms, SLAs, KPIs, technical specifications, and safety regulations.
• Develop, maintain, and enforce engineering standards, technical specifications, design manuals, and O&M procedures for all infrastructure asset classes.
• Ensure full compliance with local, national, and international infrastructure, engineering, safety, environmental, and quality codes, including inspection regimes and audit cycles.
• Document and track asset maintenance histories, engineering records, defect logs, and intervention records to support lifecycle planning and risk mitigation.

Qualifications and Experience

Candidates must possess a Bachelor's degree in civil engineering or a closely related field. A minimum of 5 to 10 years of progressive experience in a relevant operational or engineering management role is required.
