About the Role

Euro Group Engineering is seeking a highly experienced HSE Expert to join our core MOTLS project team in Riyadh, Saudi Arabia. This full-time, senior leadership position is responsible for directing, developing, and overseeing all Health, Safety, and Environmental functions across major roads construction, operations, and maintenance programs. The role provides strategic guidance and ensures full compliance with MOTLS requirements and internationally recognized HSE standards.

Key Responsibilities

• Lead HSE strategy and governance to support MOTLS objectives, regulatory requirements, and international best practices.
• Provide expert technical leadership on complex safety issues, high-risk activities, and strategic safety decisions.
• Conduct periodical HSE audits of contractors, project sites, documentation, and safety systems to verify compliance.
• Lead accident and incident investigations, perform root-cause analysis, and ensure effective corrective and preventive actions.
• Develop HSE policies, procedures, and management systems to strengthen governance and support a zero-accident objective.
• Review and approve contractors’ HSE plans, risk assessments, method statements, and safety documentation.
• Ensure compliance with MOTLS and international standards such as ISO 45001 and ISO 14001.
• Prepare high-level reports and technical submissions for MOTLS leadership, including performance dashboards, audit summaries, and compliance evaluations.
• Provide guidance to regional and field teams on implementing MOTLS safety requirements and resolving complex safety challenges.
• Monitor contractors’ contractual HSE obligations and ensure adherence to ministry standards and project specifications.
• Lead safety workshops, awareness programs, and staff training to build competency and promote proactive risk management.
• Drive continuous improvement initiatives by identifying systemic issues, benchmarking best practices, and recommending long-term safety enhancements.
• Promote a zero-accident and zero-incident culture through leadership, engagement, and consistent enforcement of safety expectations.

Qualifications and Experience

• A minimum of 10 years of extensive experience in roads construction, operations, or maintenance projects.
• Ability to work effectively within a core technical leadership team.
• Capability to support high-level project interfaces and strategic decisions.

• Advanced HSE Technical Expertise: Deep understanding of safety engineering, risk management, and global regulatory systems.
• Leadership & Advisory Capability: Ability to influence decisions, guide teams, and lead safety initiatives at senior levels.
• Analytical & Reporting Skills: Strong capability in data analysis, incident investigation, and technical reporting.
• Communication & Coordination: Effective communication with MOTLS officials, contractors, and project stakeholders.
• Strategic Problem Solving: Ability to identify systemic issues and propose long-term safety improvements.

Role Context and Vision

This role is instrumental in driving a zero-accident vision, strengthening the overall safety culture, and establishing robust governance practices. The HSE Expert will elevate overall project performance and contractor compliance across all programs within the MOTLS project.
