Role Summary
The Legal Specialist will be responsible for providing comprehensive legal support, ensuring institutional compliance with Saudi Arabian laws, and managing the end-to-end government procurement process. This role requires a professional with a deep understanding of the Government Tenders and Procurement Law, proficiency in government digital platforms, and the ability to draft complex legal agreements while mitigating institutional risks.

Qualifications & Requirements
Education: Bachelor’s degree in law from an accredited university.
Experience: 2–4 years of practical experience in a legal role, preferably within a government or semi-government entity in Saudi Arabia.
Legal Knowledge: Comprehensive understanding of the Saudi Arabian judicial system and regulatory environment.
In-depth knowledge of the Government Tenders and Procurement Law.
Familiarity with the Saudi Labor Law.
Technical Skills: Expertise in using government platforms: Etimad, Najiz, and Muin.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
Languages: Native fluency in Arabic (with strong legal drafting skills) and professional proficiency in English.

Key Responsibilities
Government Procurement & Tenders:
- Manage and oversee the full cycle of competitions on the Etimad platform, including contract registration and follow-ups.
- Execute the process of launching tenders, evaluating bids (technical and financial), and preparing formal minutes of meeting.
- Handle awarding procedures and ensure all steps align with the Government Tenders and Procurement Law and its executive regulations.
- Draft, review, and negotiate a wide range of legal contracts, MOUs, and agreements to ensure they protect the organization's interests.
- Ensure all contracts comply with Saudi Law and internal policies.
- Represent or support the organization's legal standing through the Muin and Najiz platforms.
- Prepare legal memos, judicial briefs, and official reports for committees and external authorities.
- Provide expert legal advice on the Saudi Labor Law and its executive regulations.
- Analyze systemic risks and provide proactive solutions to avoid legal disputes.
- Stay updated on the latest legislative changes and royal decrees relevant to the committee’s scope of work.
