About the Role
Bechtel Corporation is seeking a Procurement Manager to join the team in Riyadh, Saudi Arabia, for the Expo 2030 project. This full-time, office/project-based role is responsible for the formation, tendering, award, and administration of moderately complex contract packages. The position is critical to ensuring the project's milestones, quality, and safety standards are met through diligent management of procurement activities.
The Expo 2030 Riyadh project, themed "Foresight for Tomorrow," focuses on sustainable development and innovation. Bechtel is managing the infrastructure program for this event, which is projected to host over 40 million visitors. The scope includes early works, utilities, and publicly accessible spaces, with a transition into a mixed-use legacy development post-event.
Key Responsibilities
- Manage all activities related to the formation, tendering, award, and administration of moderately complex contract packages for the project.
- Perform tasks including bidder prequalification, preparation of bidder lists, bid solicitation, bid analysis, negotiation, and contract execution.
- Administer and close out contracts, ensuring accountability for work product against project milestones, quality, and safety standards.
- Coordinate effectively with Project Management, other Departments, and the Client.
- Resolve change events, claims, and disputes, coordinating with Legal as required.
- Manage commercial matters to resolution, defining strategy and actions.
- Report to and receive guidance from the Senior Subcontracts Administrator/Contracts Manager.
- Develop and issue contracts and services agreements, including forming Request for Tender (RFT) packages and issuing bid request packages.
- Prepare Evaluation Criteria for approval by the Project Team and Owner.
- Assist with Tenderer questions and answers (RFIs) and facilitate responses.
- Manage commercial evaluations, preparing Commercial Bid Summaries and award recommendations.
- Support the Owner's Nominated Representative in obtaining approvals in accordance with established procedures.
- Prepare contract documents for execution with the Customer's Legal Advisors.
- Prepare and maintain control and status reporting documents.
- Organize tenderer meetings and workshops, such as bid clarification and pre-award meetings.
- Conduct meetings and prepare meeting notes detailing statements, actions, and schedules.
- Implement Contract & Commercial Management Procedures for contract administration.
- Review contract general terms and conditions to identify risks, ambiguities, conflicts, or deviations from the scope of work and recommend actions.
- Work with other Project Team members to identify potential contract changes or claims and provide recommendations.
- Identify and resolve contract claims, engaging the corporate legal department where necessary.
- Obtain all contract deliverables for timely work handover and close-out of contracts.
Qualifications and Requirements
- A bachelor's degree or international equivalent is required.
- 15-20 years of relevant work experience is required.
Required Skills
- Experience and coursework in pricing, contract law, contract drafting, and contract administration.
- Proficiency in negotiation of change orders and effective correspondence.
- Skills in planning and scheduling.
- Thorough knowledge in the formation and administration of major infrastructure projects.
- Extensive knowledge of contract management and negotiations gained through education or experience.
- Knowledge of when to engage legal counsel.
- Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations, and Bechtel policies and procedures.
- Skill in working and informing effectively, both orally and in writing, with other project functional groups.
Work Environment
This is a full-time, office/project-based role located in Riyadh, Saudi Arabia. Relocation is authorized for international candidates on a single basis.
