About the Director - Corporate Enablement Role

This full-time position for a Director - Corporate Enablement (CM5) is based in Riyadh, Riyadh Province. The role requires over 10 years of experience and focuses on leading and coordinating corporate support services to ensure the smooth operation and compliance of a cultural and heritage program. This includes aligning with Qiddiya Group's centralized functions.

Core Responsibilities and Service Delivery

The Director will be responsible for the planning, coordination, and continuous improvement of all corporate support services. This includes acting as the single point of accountability for on-site corporate service delivery, ensuring alignment with operational and programming needs. Key duties involve defining service priorities, workflows, and escalation mechanisms to guarantee responsiveness and efficiency, especially during peak periods and major events. The role also encompasses overseeing Cultural Ecosystem responsibilities, which involves liaising with government entities and external groups.

Functional Area Oversight

This role involves comprehensive oversight of several critical functional areas:

  • Human Resources Operations: Managing end-to-end on-site HR functions, including onboarding, workforce mobilization, employee relations, and HR administration. This requires close coordination with Group HR on recruitment, manpower planning, policies, and employee lifecycle processes, ensuring workforce readiness for large-scale events.
  • Finance Coordination & Budget Management: Supporting departmental budget development and consolidation, monitoring operating expenses, tracking financial performance, and ensuring adherence to approved budgets. Timely submission of financial data and reports to Group Finance is essential.
  • Procurement & Vendor Management: Leading procurement activities across the asset, sourcing, evaluating, and onboarding vendors, and overseeing vendor lifecycle management. Ensuring compliance with procurement policies and supporting large-scale event procurement needs are key aspects.
  • Legal & Governance Compliance: Coordinating legal requirements, including contract reviews and regulatory compliance, and ensuring all activities adhere to governance frameworks and policies. Risk identification and mitigation are also critical.
  • IT & Systems Administration: Overseeing on-site systems administration and acting as the primary interface with Qiddiya Technology for system support and issue resolution. Ensuring system availability and functionality for staff and operations is paramount.
  • Administration & Office Management: Leading administrative operations, including documentation, reporting, approvals, and internal processes, while ensuring efficient management of records and communications.

Cross-Functional Collaboration and Performance

The Director will serve as a key liaison with support functions (HR, Finance, Procurement, IT, Legal) and collaborate closely with Operations, Programming, and Commercial teams to anticipate and support their corporate needs. Ensuring alignment between Group policies and on-ground execution realities, and facilitating issue resolution across functions are vital. The role also involves defining KPIs and service levels for corporate support functions, monitoring performance, and driving process optimization and efficiency initiatives to ensure scalability.

Required Experience and Skills

Candidates should possess 12–15+ years of experience, with a strong background in asset, facilities, or infrastructure management. Proven experience managing large-scale assets, venues, or multi-use sites is required, along with a deep understanding of MEP systems, utilities management, and building systems. Experience managing technical teams and contractors, supporting large-scale events, and overseeing multiple service providers is essential. Strong understanding of SLAs, performance management, compliance, and experience leading teams in complex operational environments are also necessary. Experience in pre-opening or activation phases of assets is highly valued.

Success in this role will be measured by the timeliness and effectiveness of corporate support services, compliance with governance, financial, and legal requirements, budget adherence and cost control, efficiency of procurement and vendor coordination, and overall internal stakeholder satisfaction.
