About the Role

DAR ENGINEERING is seeking a Mechanical Engineer – AC to join its team in Riyadh, Saudi Arabia. This full-time position is focused on overseeing and ensuring the quality and compliance of mechanical works within significant infrastructure projects. The role involves detailed site inspection, supervision, and monitoring to guarantee adherence to approved designs, project specifications, national regulations, and international standards.

Role Context and Responsibilities

The Mechanical Inspector (PMC) is responsible for site-level inspection, supervision, and compliance monitoring of all mechanical works associated with TSE pipelines and reservoir facilities contracts. Acting on behalf of the client, this role ensures that all pipelines, reservoirs, pumping systems, valves, fittings, and associated mechanical installations are executed in line with approved IFC drawings, project specifications, NWC/EXPRO requirements, Saudi regulations, and international standards. The successful candidate will contribute to the delivery of robust and efficient water infrastructure systems.

Key responsibilities include:

  • Supervising and monitoring daily mechanical works, including pipeline laying, welding, valve chamber installation, reservoir mechanical auxiliaries, and pumping systems.
  • Verifying the quality and compliance of materials, equipment, and mechanical works against project specifications, QA/QC plans, and international codes such as ASME, API, AWWA, and ISO.
  • Ensuring safety and reliability by enforcing safe practices during welding, lifting, hydrotesting, and commissioning activities.
  • Supporting multidisciplinary coordination by collaborating with civil, electrical, I&C, SCADA, QA/QC, and HSE teams.
  • Identifying and reporting risks, including non-conformances and deviations in mechanical construction works, and ensuring timely corrective actions.
  • Enabling commissioning and handover by verifying the readiness of pipelines, reservoirs, and mechanical systems for testing and final handover.
  • Overseeing daily mechanical works, ensuring construction aligns with approved IFC drawings, method statements, and Inspection and Test Plans (ITPs).
  • Verifying proper alignment, welding, jointing, and installation techniques for all mechanical systems.
  • Inspecting mechanical equipment and materials delivered to the site for compliance with approved vendor lists and submittals.
  • Conducting detailed inspections of welding, coatings, bolting, flange connections, pressure parts, and rotating equipment installation.
  • Ensuring all mechanical works conform to RCRC/NWC/EXPRO standards, Saudi regulations, and international codes.
  • Enforcing Health, Safety, and Environmental (HSE) requirements for mechanical activities.
  • Identifying unsafe practices, raising safety observations, and ensuring corrective actions are taken.
  • Supporting HSE teams in site audits, toolbox talks, and risk assessments specific to mechanical works.
  • Monitoring EPC contractor and subcontractor performance in delivering mechanical works to specification and schedule.
  • Witnessing mechanical testing and installation activities.
  • Ensuring corrective actions are implemented for any Non-Conformance Reports (NCRs) or deviations.
  • Collaborating with other inspectors to ensure mechanical works are integrated into the overall facility.
  • Assisting in resolving site-level interface issues, such as clashes or tie-ins with other systems.
  • Participating in daily coordination meetings with contractors to align priorities and sequencing of mechanical activities.
  • Maintaining daily inspection logs, welding records, hydrotest documentation, and material traceability reports.
  • Raising NCRs and site observations, and ensuring the closure of corrective actions.
  • Contributing to progress reports with updates on the status of mechanical installations and testing.
  • Witnessing and verifying hydrostatic and pneumatic testing, equipment alignment, functional testing of valves and pumps, and other pre-commissioning activities.
  • Ensuring mechanical punch lists are addressed prior to commissioning.
  • Reviewing as-built drawings, material certificates, and Operations & Maintenance (O&M) manuals to support final handover.

Qualifications and Experience

Candidates should possess:

  • A Diploma or Bachelor’s degree in Mechanical Engineering or a closely related discipline from a recognized institution.
  • 3-5 years of relevant experience in mechanical inspection, supervision, and quality assurance on large-scale infrastructure or utility projects.
  • Experience working on pipelines, reservoirs, pumping stations, or water/wastewater infrastructure projects.
  • A strong background in pipeline laying, welding inspection, valve and joint installation, hydrostatic/pneumatic testing, and reservoir mechanical auxiliaries.
  • Experience with rotating equipment (pumps, compressors), pressure parts, and pipe fittings.
  • Direct involvement in mechanical pre-commissioning and commissioning activities, including punch list management.
  • Familiarity with RCRC/NWC/EXPRO standards, Saudi regulations, and GCC codes of practice for water and wastewater infrastructure projects.
  • Registration or eligibility with the Saudi Council of Engineers (SCE) is required.

Additional Qualifications and Skills

Additional training in pipeline welding inspection, pressure testing, or rotating equipment installation is advantageous. Desirable certifications include ASNT Level II (NDT), CSWIP Welding Inspector, API/AWWA-related training, or equivalent. Safety certifications such as Confined Space Entry, Lifting Operations, Hot Works Permit, or H2S Awareness are also advantageous. Membership of a professional body (ASME, Saudi Council of Engineers (SCE), or equivalent) is preferred.
