About the Role
We are looking for a highly capable Recruitment Manager to lead the end-to-end talent acquisition function for a multi-brand restaurant group in Saudi Arabia. This role is responsible for attracting, assessing, and onboarding high-quality talent across all brands, locations, and seniority levels. The Recruitment Manager will play a critical role in supporting business growth, strengthening the Saudi talent pipeline, and ensuring full compliance with Saudization and Nitaqat requirements.

Key Responsibilities
  • Lead the full recruitment lifecycle, including sourcing, screening, assessment, interviewing, offer negotiation, and onboarding.
  • Own the group’s Saudization strategy, targets, and execution plan across all brands and locations.
  • Monitor Nitaqat classification and proactively manage workforce composition to maintain compliance.
  • Build annual and quarterly workforce plans in partnership with Operations, Brand GMs, FP&A, and HR leadership.
  • Lead high-volume recruitment for front-of-house, back-of-house, management, and support office roles.
  • Build strategic partnerships with Saudi universities, vocational institutes, HRDF programs, and talent platforms.
  • Develop Saudi talent pipelines, including internship, graduate, and apprenticeship programs.
  • Manage and optimize the Applicant Tracking System, ensuring data accuracy, reporting, and process efficiency.
  • Develop standardized recruitment SOPs, interview guides, competency frameworks, and assessment rubrics.
  • Track and report recruitment KPIs, including time-to-fill, cost-per-hire, offer acceptance rate, quality of hire, 90-day retention, and Saudization ratio.
  • Partner with Operations leadership on workforce planning, hiring priorities, and talent risks.
  • Support expatriate workforce planning in coordination with Government Relations, including visa requirements, profession classification, and renewal tracking.
  • Represent the group at career fairs, recruitment events, and government workforce initiatives.

Requirements
  • Saudi National.
  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • Minimum 5 years of recruitment experience in high-volume F&B, retail, hospitality, or multi-site service operations.
  • Strong knowledge of Saudization, Nitaqat, Qiwa, MHRSD regulations, HRDF, GOSI, and Saudi Labour Law.
  • Proven experience recruiting for frontline, operational, and management roles.
  • Experience managing recruitment for multi-site operations.
  • Strong understanding of shift-based workforce needs and frontline talent dynamics.
  • Experience using ATS platforms, HRIS systems, MS Excel, and recruitment reporting tools.
  • Fluent Arabic and professional-level English.
  • Strong communication, stakeholder management, and influencing skills.
  • Ability to work closely with Operations, HR, Training, Brand leadership, and senior management.

  • Languages: Fluent in Arabic and [English/Other].

  • Software: Proficiency in Microsoft Office 365 (Excel is a must for payroll auditing).
