About the Role

***, a subsidiary of JD Group focused on industrial supply chains, is seeking a Procurement Manager to join its Middle East Business Department. This role, based in Riyadh, Saudi Arabia, is essential for delivering comprehensive procurement solutions for building materials, MRO, and engineering equipment, with a strategic focus on the Saudi Arabian market. The position reports to the Middle East Procurement Director and is a full-time opportunity within a company that serves a significant number of enterprise clients and SMEs.

Key Responsibilities

  • Develop and implement category procurement strategies for Saudi building materials, including steel, cement, and aluminum, to meet local project demands and achieve cost reduction targets.
  • Conduct market research on Saudi building materials to establish price benchmarks and an early warning system for market trends.
  • Analyze procurement data and supplier performance to identify cost-saving opportunities and promote centralized procurement and local sourcing.
  • Build and manage a local supplier base for building materials, prioritizing cost-effectiveness, certifications, and stable production.
  • Lead supplier assessments, including qualification, audits, negotiations, and contract management, to create a qualified supplier directory.
  • Implement supplier performance management systems, evaluating quality, delivery, and service to optimize the supplier structure.
  • Cultivate strong relationships with core suppliers through long-term agreements and joint cost reduction initiatives.
  • Align procurement with project and client demands in the Middle East, managing bidding, tendering, and contract execution processes.
  • Oversee the end-to-end procurement order lifecycle, from placement and delivery to quality inspection, logistics, and settlement.
  • Control procurement costs by reviewing quotations, managing price comparisons, and overseeing associated expenses like freight and tariffs.
  • Manage procurement exceptions, including quality disputes, delivery delays, and claims, to minimize business losses.
  • Ensure all procurement activities comply with Saudi laws, customs policies, SASO certification, and JD Group's compliance rules.
  • Establish and maintain a procurement risk control system to prevent potential risks such as fraud and supplier default.
  • Promote the standardization and digitalization of procurement processes, integrating with JD Industrial's system to enhance efficiency.

Qualifications and Requirements

  • Bachelor's degree or higher in Supply Chain Management, Procurement Management, Engineering, International Trade, or a related field.
  • Minimum of 5 years of experience in building materials procurement.
  • At least 2 years of experience in local procurement or engineering project building materials procurement within Saudi Arabia or the Middle East.
  • Proven ability to independently manage procurement and supplier relationships for core building material categories.
  • Demonstrated success in building supplier pools or achieving significant category cost reductions.
  • Fluency in English (listening, speaking, reading, writing) is required for daily work.
  • Proficiency in Arabic is considered a strong advantage.
