About the Role
UCC Holding is seeking an experienced Safety Manager to join its team in Riyadh, Saudi Arabia. This full-time position is critical for establishing and maintaining safe working conditions and preventing adverse environmental situations across projects. The Safety Manager will support executive and project leadership by ensuring all Health, Safety, and Environmental (HSE) programs strictly comply with state, client, and organizational regulations. The role involves designing, implementing, evaluating, and improving policies and procedures to achieve high performance standards, protect the environment, ensure safe working conditions, and foster client satisfaction. The Safety Manager serves as the primary accident prevention manager on-site.
Key Responsibilities
- Develop, implement, and oversee comprehensive health, safety, and environmental (HSE) policies, procedures, and programs to ensure full compliance with all applicable regulatory requirements and industry best practices.
- Conduct thorough risk assessments and audits to systematically identify potential hazards, evaluate associated risks, and recommend effective control measures to mitigate the likelihood and impact of incidents.
- Provide leadership and guidance to HSE teams, contractors, and all relevant stakeholders, fostering a culture of safety and environmental stewardship.
- Lead and manage incident investigations, including root cause analyses, and develop corrective action plans to prevent recurrence and drive continuous improvement in HSE performance.
- Design and deliver HSE training programs to educate employees on safe work practices, emergency procedures, and environmental responsibilities.
- Continuously monitor and evaluate HSE performance metrics, identify trends, and analyze data to measure progress against objectives and pinpoint areas for enhancement.
- Liaise with regulatory agencies, clients, and external stakeholders on HSE-related matters, ensuring adherence to legal and contractual obligations.
- Prepare detailed HSE reports, presentations, and documentation for internal and external stakeholders, communicating key findings and recommendations.
- Drive continuous improvement in HSE performance by implementing industry best practices, incorporating lessons learned, and establishing feedback mechanisms.
- Provide strategic guidance and expert advice to senior management on HSE-related risks and initiatives.
- Support the implementation of HSE initiatives, participate in safety awareness campaigns, and contribute to incident reporting and resolution processes in alignment with company and Integrated Management System (IMS) policies.
Qualifications and Experience
- Minimum of 15 years of overall working experience.
- A minimum of 5 years of relevant working experience specifically in a managerial capacity within the HSE field.
- A minimum of 5 years of experience working within the GCC region is mandatory.
Education
- Bachelor's Degree in Engineering or a Level 6 Diploma in Occupational Health and Safety (OHS).
- Diploma in NEBOSH or Lead Auditor Certificates for ISO9001, ISO14001, ISO45001, and ISO22301.
Required Skills and Competencies
- Expertise in developing and implementing Health, Safety, and Environmental (HSE) policies and procedures.
- Proficiency in conducting comprehensive risk assessments and audits.
- Skilled in leading and managing incident investigations and root cause analyses.
- Experience in developing and delivering effective HSE training programs.
- Ability to monitor, analyze, and report on HSE performance metrics.
- Strong capabilities in liaising with regulatory agencies and external stakeholders.
- Proficiency in preparing detailed HSE reports and documentation.
- Commitment to driving continuous improvement through best practices, lessons learned, and feedback mechanisms.
- Ability to provide strategic guidance on HSE matters to senior management.
- Experience in supporting HSE initiatives, safety awareness activities, and incident reporting and resolution in alignment with company and IMS policies.

This is a full-time position based in Riyadh, Saudi Arabia.
