About the Role

Parsons Corporation announces its need to fill the position of Senior HSE Officer, with a focus on Saudi candidates. The incumbent will work within a dynamic HSE team to support the flagship NEOM project in the Tabuk region of Saudi Arabia. This role requires strict adherence to site safety protocols, conducting thorough inspections, and ensuring a damage-free work environment across complex construction and infrastructure packages. We are looking for an individual with a deep understanding of the stringent safety expectations of mega-projects and a passion for fostering a proactive safety culture.

Key Tasks and Responsibilities

  • Conduct daily site safety inspections to proactively identify hazards, assess associated risks, and ensure immediate implementation of corrective actions.
  • Monitor and ensure strict compliance with Parsons' HSE policies, NEOM project safety regulations, and all applicable Saudi environmental and labor laws.
  • Deliver site induction programs, conduct daily safety toolbox talks, and comprehensive safety training sessions for all contractors and site personnel.
  • Actively participate in the investigation of incidents, near misses, and unsafe conditions, contributing to the development of effective preventive action reports.
  • Review contractor Job Safety Analyses (JSAs) and Method Statements meticulously to ensure all necessary safety precautions are incorporated before work commences.
  • Maintain up-to-date and accurate HSE records, detailed incident logs, and key performance metrics for daily and weekly reporting to senior management.

Qualifications and Requirements

  • Bachelor's degree or Diploma in Occupational Health and Safety, Industrial Safety, Environmental Science, Engineering, or a closely related field.
  • Minimum of 8 years of direct experience working as an HSE Officer.
  • Mandatory hands-on field experience in a fast-paced, demanding mega-project environment, specifically within the NEOM project in the Tabuk region.

Required Skills

  • Proficiency in understanding and applying HSE policies, NEOM project safety regulations, and Saudi environmental and labor laws.
  • Experience in reviewing Job Safety Analyses (JSAs) and Method Statements.
  • Strong knowledge of construction safety standards, risk assessment methodologies, and emergency response procedures.
  • Excellent written and verbal fluency in both Arabic and English.
  • Exceptional communication skills, strong conflict resolution abilities, and the assertiveness required to effectively enforce safety protocols on a high-stakes mega-project site.
