Position Overview:
We are seeking a highly skilled and experienced Senior Budgeting Specialist to join our team at Hill International. The ideal candidate will have a strong background in budgeting and financial management, with a proven track record of successfully managing budgets for large-scale projects.

General Description of Role and Responsibilities:

• Performing Project Management tasks as directed by the Manager, Engineering & Projects Division.
• Implementing budgeting and financial record-keeping procedures to ensure efficient coordination of departmental accounts, maintaining accurate information regarding financial status.
• Develop cost centers and coding for projects' permanent equipment.
• Analyze existing budgets and develop forecasts.
• Manage cash flow and provide financial advice.
• Prepare budget reports and ensure compliance with quality, environmental, safety, and occupational health policies.
• Perform other duties as assigned by the line manager.

Qualifications, Experience, Knowledge and Skills:

• Bachelor's/Master’s Degree in Accounting or Engineering from an accredited university.
• A minimum of 15 years of experience in related fields on national/international major initiatives.
• Extensive knowledge and experience in project budgeting and financial procedures in the Kingdom.
• Ability to present budgeting plans to senior management and negotiate with multiple stakeholders.
• Fluent communication in Arabic and English, with excellent verbal and written skills.

We are seeking a highly analytical and detail-oriented Project Budgeting Specialist to join our Project Management team. This key role is essential to ensuring that all project budgets are accurately developed, monitored, and controlled throughout the project lifecycle.

Key Responsibilities

• Project Budget Development:
  • Build detailed baseline budgets for new projects.
  • Identify direct and indirect cost components.
  • Develop forecasting models and cost breakdown structures (CBS).
• Cost Monitoring & Control:
  • Track actual expenditures versus budget.
  • Prepare variance analysis and financial performance reports.
  • Recommend corrective actions to keep projects within budget.
• Financial Forecasting:
  • Update cost forecasts based on project progress.
  • Support risk analysis and cost contingency planning.
• Collaboration & Coordination:
  • Work closely with PMO, Finance, Procurement, and Operations.
  • Support funding approvals, change requests, and procurement decisions.
• Compliance & Quality:
  • Ensure budgets follow internal controls, audit requirements, and client or regulatory guidelines.

A numbers-driven professional with strong analytical and Excel modeling skills is essential. The successful candidate should be able to maintain accuracy while managing multiple projects simultaneously, be proactive in understanding project cost structures and financial sustainability, and thrive in deadline-driven environments handling urgent tasks when needed.

Qualifications

• Bilingual (Arabic and English mandatory).
• Minimum 3 years of experience in project budgeting, financial planning, or cost control.
• Bachelor’s degree in Finance, Accounting, Project Management, or a related field.
• Strong proficiency in Excel (cost models, forecasting, pivot tables).
• Experience working on projects within Saudi Arabia (government or private sector).
• Familiarity with project management methodologies is a plus.
• High accuracy, strong analytical ability, and excellent time management skills.
