Job Purpose:
We are seeking a highly organized and detail-oriented Overseas Recruitment Specialist to manage and coordinate international recruitment activities. This role is responsible for overseeing the end-to-end process of hiring overseas candidates, liaising with recruitment agencies, handling documentation, ensuring compliance with governmental regulations, and facilitating the smooth deployment and arrival of candidates. The position plays a vital role in supporting the manpower requirements of facility management operations across the Kingdom of Saudi Arabia.

Accountabilities:
Recruitment Coordination:
  • Identify, contact, and manage overseas recruitment agencies for sourcing blue-collar manpower.
  • Prepare and attest Demand Letters, ensure timely embassy submissions, and handle payment processes in coordination with finance.
  • Prepare all required documents and requirements for overseas agencies once the selection of agency is approved by HR management and business unit management.
  • Negotiate terms and agreements with overseas recruitment agencies to ensure cost-effective hiring.
  • Provide salary quotations to Sales and Business Development teams upon request.
  • Conduct initial screening and review of CVs received from agencies and provide a shortlisted pool of candidates to the respective business units for confirmation.
  • Arrange and coordinate interviews between hiring managers/business units and overseas agencies.
  • Liaise with overseas recruitment agencies for candidate selection, verification of documents, and ensuring all requirements are met for smooth onboarding.
  • Follow up on all post-selection processes including visa processing, medical tests, travel arrangements, and mobilization of selected candidates.
  • Coordinate visa and document attestation (COC & MOFA) for employment agreements.
  • Maintain an updated recruitment tracker to monitor requisitions, candidate status, and mobilization progress.
  • Prepare regular reports on agency performance, hiring status, and mobilization timelines for management review.
  • Support HR and management in workforce planning and supply of manpower for new contracts and expansions.
E-Wakala & Delegation Management:
  • Managing the Visa inventory and E-Wakala authorization.
  • Delegate E-Wakala to authorized agencies based on project requirements.
  • Ensure accurate data entry for agency name, license number, city, and country during delegation.
  • Coordinate with Government Relations (GR) for ratification of E-Wakala.
Candidate Deployment:
  • Follow up with recruitment agencies on the progress and deployment of selected or referred candidates.
  • Maintain accurate records of visa blocks and E-Wakala delegations.
  • Arrange tickets where applicable by requesting quotations, obtaining approvals, and issuing tickets.
  • Share flight details and required documents with the agency.
  • Send arrival notification to HRBP, Onboarding, hiring manager, Business Unit and all related parties/departments.

Skills and Experience Required:
  • Bachelor's degree in HR, Business Administration, or related field.
  • Minimum 3 years of experience in overseas recruitment, preferably within facility management, construction, or manpower supply companies.
  • Strong communication skills in both English and Arabic.
  • Established network of overseas agencies in key labor-supplying countries (India, Pakistan, Bangladesh, Nepal, Philippines, etc.).
  • Excellent negotiation skills.
  • Understanding internal hiring operations.
  • Strong understanding of visa processing.
  • Familiarity with visa processing, COC & MOFA procedures, and Muqeem portal.
  • Strong understanding of blue-collar and white-collar recruitment dynamics.
  • Experience coordinating with overseas recruitment agencies.
  • Proficient in MS Office Suite, particularly Excel.
  • Excellent organizational and time management skills.
  • Attention to detail.
