We are seeking an experienced Recruitment Manager to lead talent acquisition from our Riyadh office. This is a hands-on leadership role responsible for the full recruitment lifecycle within a complex, project-driven organization, covering technical and engineering hiring for infrastructure projects, corporate and functional roles at the holding level, and specialist talent for operating companies and the investment platform. The successful candidate will combine operational delivery with workforce planning, partner closely with project and business leaders to meet aggressive mobilization timelines, and play a central role in delivering the group's Saudization commitments.

Key Responsibilities

  • Lead the end-to-end recruitment process across the holding company, operating companies, and project entities, from workforce planning and intake through sourcing, assessment, offer management, and onboarding handover.
  • Partner with project directors, functional heads, and the investment team to anticipate hiring needs tied to project awards and mobilization schedules, advising on market realities, compensation benchmarks, and realistic timelines.
  • Build proactive sourcing strategies for technical, engineering, commercial, and corporate talent across direct sourcing, LinkedIn, job boards, referrals, and external search partners, with a strong emphasis on Saudi national talent.
  • Own delivery against Saudization (Nitaqat) targets and ensure recruitment activity actively supports the group's localization strategy in the Kingdom.
  • Manage, coach, and develop a small recruitment team, setting clear performance targets and building capability as hiring volumes grow.
  • Oversee relationships with recruitment agencies and executive search partners, negotiating terms and holding vendors accountable to agreed service levels.
  • Manage and optimize the applicant tracking system, ensuring data accuracy, pipeline visibility, and reliable reporting on key metrics such as time-to-fill, cost-per-hire, source effectiveness, and offer acceptance.
  • Strengthen the candidate experience and employer brand throughout the hiring journey, positioning the group as an employer of choice in a competitive market.
  • Ensure all recruitment activity complies with Saudi labor law, internal governance, and data privacy requirements.

Qualifications and Experience

  • Bachelor's degree in Human Resources, Business Administration, Engineering, or a related field.
  • Minimum of 6 to 10 years of recruitment experience, including at least 3 years in a managerial or team leadership capacity.
  • Proven track record of recruitment within infrastructure, construction, energy, oil and gas, or a comparable project-driven or holding-company environment in Saudi Arabia or the wider GCC.
  • Strong working knowledge of Saudi labor law, Nitaqat/Saudization frameworks, and the local talent landscape, including technical and engineering talent pools.
