About the Role

The Country Quality & Local Content Manager will act as a key interface with regulatory bodies, customers, and internal stakeholders, championing both quality standards and local content initiatives. Key Responsibilities

  • Own and drive the country's Local Content strategy in alignment with Saudi Vision 2030 and relevant authorities such as the Local Content Authority, IKTVA, and NUSANED.
  • Define, monitor, and deliver country-level local content targets, including scoring and comprehensive reporting.
  • Lead and implement localization initiatives, focusing on local supplier development, optimization of local spend, and the creation of detailed localization roadmaps.
  • Serve as the primary liaison with regulators, customers, and internal stakeholders on all matters pertaining to local content.
  • Establish Key Performance Indicators (KPIs), dashboards, and governance mechanisms to effectively track and enhance local content performance.

  • Ensure the effective implementation of quality processes, including conducting audits, managing non-conformities, and implementing corrective and preventive actions.
  • Drive cross-business unit quality alignment, oversee supplier quality management, and champion continuous improvement initiatives across the organization.
  • Support risk management, ensure regulatory compliance, and promote operational excellence through structured quality oversight.
  • Partner closely with Sales, Operations, Supply Chain, Engineering, and Finance departments to embed quality and local content requirements into all aspects of business execution.
  • Provide expert guidance and strategic advice to country leadership on quality and local content risks, opportunities, and compliance obligations.
  • Represent the country in both internal and external reviews and discussions related to quality and localization efforts.

Qualifications and Requirements

  • A minimum of 10 to 12 years of relevant experience in quality management, local content, localization, supply chain, or similar country-level roles.
  • Proven hands-on experience with Saudi Arabian local content frameworks, regulations, scoring mechanisms, and reporting requirements.
  • Demonstrated experience in establishing and maintaining quality governance, conducting audits, managing corrective actions, and overseeing supplier quality.
  • A strong understanding of business execution principles, regulatory compliance, and effective cross-functional stakeholder management.
  • Experience working within an industrial, energy, manufacturing, or large project-based environment is highly preferred.
  • A Bachelor's degree in Engineering, Business, Quality, Supply Chain, or a related discipline is required; a Master's degree is considered an advantage.
